This is one of the new Heirloom Items introduced in World of Warcraft: Cataclysm. The whereabouts of Heirloom Rings is currently Unknown but most likely will be made available through random profession dailies luck. I feel safe enough saying this since our last Heirloom ring was available from Fishing.

The following Heirlooms are unlockable through the Guild system:

The first Major patch of World of Warcraft: Cataclysm introduced new Heirloom items that were created to help Plate classes obtain the necessary defensive stats to properly Tank dungeons.

For players interested in obtaining the many Heirloom that are available, below is a table of how they can be obtained and the price associated with each one.

My apologies for some inaccurate information previously. This comment was made during the Cataclysm Beta and I just never got around to updating it. Prices have been fixed and it now looks sexier then ever.

Patch 4.1 Heirloom Update
All Heirloom items have had their bindings changed to bind to a single Battle.Net account instead of a World of Warcraft account. This change will let you transfer your items across factions, realms and even the other active World of Warcraft accounts on your Battle.Net Account.

Blizzard has also implemented Tanking Heirlooms with Patch 4.1. Please see above for their names! Links will not be live until the data is merged to the main Wowhead site.

The BoA legs are coming out with MoP. They will be a guild reward from what I have seen seeing as I picked up my BoA legs for free from my guild vendor. So maybe rings will be brought out a different way?

Please note two things:
A. For those using this as a guide, for a rogue set, choose the stained shadowcraft set plus two Sharpened Scarlet Kris or Balanced Heartseeker and minus Repurposed Lava Dredger. (See edit on B.)
B. Blizzard, there should be a BoA staff with agility for all the little FC druids out there. And a leather BoA set with strength and dodge stats for the tanks. (Edit: Remembered Repurposed Lava Dredger, replaced the weapon.)

The chest items and the non-PvP shoulder items can be bought with 110 prize tickets each at the Darkmoon Faire, and also in Stormwind or Orgrimmar or whatever with 2175 justice each. The cloaks and head items can be bought as guild rewards (Levels 10 for cloaks, 20 for head slots), but they require a certain reputation with the guild (Honored) or you have to be the Guild Master. The head slot items can be bought with 1,500 gold, and the cloaks for 1,200 gold. The dread pirate ring is a reward from the Kal'uak Fishing Derby. The Sharpened Scarlet Kris can be bought in Stormwind or Orgrimmar or whatever for 2,175 honor, and the staff for 3,500 honor. As for the others, the balanced heartseeker and the dignified headmaster's charge, can be bought for the same amount but with justice. The swift hand of justice and the discerning eye of the beast can be bought at a justice heirloom vendor for 2,725 justice, and the inherited insignias for the same amount but with honor. The rings besides the dread pirate ring are unknown how to be obtained, as is the leggings, but they will probably be added in MoP.
