For the Dragonflight pre-patch (prior to and including 10.0.0.46455):
Sentinel is not affected by the CDR from Righteous Protector. Since Sentinel combines with Avenging Wrath, I suspect this is a bug.

My thoughts:

If you're not terribly super-fond of this particular cooldown, I highly recommend defaulting to Avenging Wrath: Might (which DOES work with Righteous Protector).
If you want to use Sentinel, I would consider avoiding Righteous Protector (unless you really like GoAK), and use Faith in the Light instead (to get to Divine Toll).

For Prot Paladins, if you frequently switch between Sentinel and Avenging Wrath, and want to macro both versions of the wings into a spell, you can use the line:
/cast Sentinel; Avenging Wrath
For instance, to macro these into Divine Toll:
#showtooltip Divine Toll
/cast Sentinel; Avenging Wrath
/cast Divine Toll

Cast either Sentinel or Avenging Wrath, according to your talent choice.
The wings will only be cast if (a) you are in combat, or (b) you are targeting an enemy who isn't dead yet.
If you want to skip the wings and cast Divine Toll only, then right-click the macro with your mouse.
