For anyone interested in searching for all the garrison caches, hidden treasures and rare spawns around Draenor, I highly recommend the addon HandyNotes and its plugin DraenorTreasures.

Those who arrive to their garrison for the first time,
You can loot it anytime you can to get some resources.

At first I thought it works like some kind of bank or storage but I realize it produce resources gradually.

The Garrison Cache next to your Town Hall accumulates Garrison Resources (GR) automatically at a rate of 1 GR every 10 minutes of real time (6 per hour), which works out to 144 GR every full day (6 x 24hrs = 144 GR).

There is a cap of 500 GR, so you can be gone for about 3 days, 10 hours before it stops collecting GR at 500 (1,000 with 6.2 upgrade*). This is similar to Work Orders that, when fully filled out, allow you to leave them unattended for a few days. A nice thought by Blizzard for people who cannot log in daily.

Update for 6.2: Now players can increase their Garrison's Cache cap from 500 to 1,000 GR's by buying a Trade Agreement: Arakkoa Outcasts from Vindicator Krethos (A) / Shadow Hunter Denjai (H) - they are inside the faction's main bunker in the newly-opened Tanaan Jungle (Lion's Watch for Alliance, Vol'mar Hold for Horde). Note that purchasing Trade Agreement: Arakkoa Outcasts requires being Revered with Hand of the Prophet (A) / Vol'jin's Headhunters (H) faction (same faction needed to upgrade one's shipyard) and 2,500 gold.

It will take 3 days 11 hours and 20 minutes for your garrison cache to cap at 500 garrison resources.

The cache's name changes (and with it mouseover text) depending on how much resources there are in it. It becomes "Hefty" at 200 resources and "Full" at 500 resources.
Handy if you don't want to miss on resources, but don't feel like looting it every time you see it.

You can now increase your Garrison Cache size to 1,000 with Trade Agreement: Arakkoa Outcasts. This item does not speed up the generation of the cache, but instead doubles the amount of time it will take to fill up to ~6.94 days. It seems to be intended for alts or players who can log in only on the weekends.

As I commented above:

"So, I just bought this. It does not require Revered with the Hand of the Prophet (A) or Vol'jin's Headhunters (H). I'm Honored with the Headhunters and was able to use this. I'm going with that you have to be Revered with the Arakkoa Outcasts to use and at least Honored with the Hand of the Prophet/Vol'jin's Headhunters to unlock it for purchase. Just a heads up. This is for patch 6.2.2, by the way."

I'm not entirely certain when they changed it from Revered and I'm not entirely certain if you can be Friendly with the Hand of the Prophets/Vol'jin's Headhunters to get this.
