This NPC is involved in the quest chain that opens your level 2 garrison.
The quests can all be completed at level 90 (but you will probably hit 91 along the chain from quest/kill xp).

Once you have the level 1 garrison, the quest chain continues at:
A Hero's Welcome
=> Closing the Door + Dark Enemies + Think of the Children!
=> Shadows Awaken
=> Into Twilight
=> The Clarity Elixir
=> The Fate of Karabor (Solo Scenario)
=> Going Undercover
=> Escape from Shaz'gul
=> Fast Expansion (sends you back to Garrison)
=> Bigger is Better (need 200 Garrison resources to upgrade)

On an Alliance toon you will now receive both Apexis Crystal and Draenei Farmer's Trellis as a reward for completing Assault on the Heart of Shattrath. This quest sometimes appears on the table in front of Scout Valdez inside your main Alliance Town Hall garrison building .

Note: When I was at the table choosing between quest options, both said they would reward Apexis Crystal but nothing else. After I accepted Assault on the Heart of Shattrath, my quest log showed that I would also receive Draenei Farmer's Trellis as a reward.

Pro-tip: You can do the quest and the Scouting Missive simultaneously and get 2 Draenei Farmer's Trellis. I tested it today by picking up Assault on the Heart of Shattrath from the table in front of Scout Valdez and also buying Scouting Missive: The Heart of Shattrath from Sergeant Crowler (he's standing next to your Garrison Cache) for 200 Garrison Resources. I turned both quests in and received 2 Draenei Farmer's Trellis plus 1,000 Apexis Crystal.
