@Beefcube, I cannot account for you server, but she has them in stock for mine. I noticed she had some once but then I couldn't purchase them after looking cause someone else bought them while I was looking at them. I hung out in front of her, did some BGs and was able to buy her out completely in between. I figured I'd AH the mats which may be what others are doing. She seems to refresh pretty quickly, too, like maybe less than a few hours.

I have been constantly refreshing for 2 hours and no sign of any of the rares. Do they share a spawn timer with the Scribe's Satchel? Can they ONLY be bought by people with Inscription? I'm kinda kicking myself for not buying these from the other vendors before Cata launch now.

Anyone can buy these. I have neither inscription or alchemy and dropped by to pick something up and saw her full selection.

Spawn rate is terribly slow, have not seen a thing in over an hour now, except for the bags.

I just checked the vendor on my server and the limited supply seemed to be gone. Hopefully, this is a permanent change and not a bug.

Edit: Blizzard confirms this is an intended change. Taken from the latest hotfix patch notes (Dec. 27):

The following reagents no longer have limits and are now available from Una Kobuna and Casandra Downs in unlimited quantities: Deathwing Scale Fragment, Scavenged Dragon Horn, Bleached Jawbone, Silver Charm Bracelet, and Preserved Ogre Eye.

If you don't see these changes on your realm, they will probably occur the next time your realm is restarted. (Tuesday maintenance)

couldn't see this NPC when i came to the zone at L84 having done none of the starter quests.

Looks like the quest line actually starts as Inkadog has suggested below, with this quest
Warchief's Command - Twilight Highlands from the noticeboard out front of the Grommash Hold in the Valley of Strength in Org.
Looks like there was a second Twilight Highlands quest you pick up at the same time too,
Unfamiliar Waters from the NPC standing next to Garrosh Hellscream.

These lead, after a few quick quests, to
Ready the Ground Forces
Ready the Navy and
Ready the Air Force
and again after a few quick followup quests you get on a zepp out of Azshara over to Twilight Highlands.

Couple of quests when you get there, but the key ones are
Emergency Aid and its followup quests which appear to open up the last chain starting with
You Say You Want a Revolution. Part way through this last chain, you have to pick up a single side quest Cementing Our Victory before you can progress, but you do that quest with another quest from the main quest chain so its no biggie.

Again, as Inkadog said, once you complete the second last of the quest line, you grab the portal back to Twilight Highlands, and the proper Horde buildings are up, and the NPC is visible.

Night Terrors
did not seem at all relevant to gaining control of Dragonmaw Port where these NPCs are located.

Crucible of Carnage is definitely not necessary, in line with comments against the Dragonmaw Faction page.

You have to do a total of 12 quests in TwiHi to unlock the vendors.

You do the quest-line to overtake the Dragonmaw, kill the leader, then help a shaman so she can make a portal for you to go to Orgrimmar.
Do one quest for Garrosh in Org. Once that is done you can use the portal in Org to get to TwiHi, and at that point the vendors are unlocked.

U only get to see this NPC after u get the q to return to Orgrimar through the portal, do some q's in Orgri and head back to Twilight Hiighland by the portals in Orgri.

For anyone who, like me, does not have coordinates and is having trouble finding her: from the building with the portal from Orgrimmar, fly northeast and downhill. There's a building next to the water that looks a bit like an auction house when you look inside it -- these specialty vendors are standing inside it.

I just checked this NPC today and all of her special items are now NOT limited. You can now buy as many of each as you want.

I don't know if rep discount would apply here but she is tied with the Darkspear Trolls so it might. I am currently honored with the Darkspears Trolls and the prices she show for each are as follows.

Deathwing Scale Fragment....5g40s
Scavenged Dragon Horn........15g33s94c

Again, these prices are what i see with having an honored rep with the Darkspear Trolls and these items are no longer limited :-)

For the record, it seems that even though she's labelled as "<Alchemy and Inscription Supplies>", the only thing she sells that alchemists can even use in their profession is crystal vials.

This was a bit of a letdown as I was expecting at least a few recipes from her once unlocked.

If you're a Horde toon struggling to find a way to open up the Dragonmaw Clan rep vendor Una Kobuna in at least patch 9.2.7 and beyond, this might help you:

Several crafting vendor reagents are exclusively sold (and can occasionally be found in pickpocketed junkboxes) by Una Kobuna, a vendor that will only be phased to you and visible once you complete far enough into the Horde intro campaign to Twilight Highlands. It will be very common that if you are on a newly created level 60 character that never messed around in Cata that you don't have this vendor unlocked and there will be layers of phasing preventing you from properly starting this quest chain. I recently got this fixed for the bank toon I was trying to unlock it on after tons of trial and error, digging through comments and finally a helpful person finding a work around. Here's what I did and I hope it helps.

If the toon you want this unlock on is 50 or below (perhaps 60 and below if you're reading this in Dragonflight), you can probably head over to Chromie and tell her to put you in Cataclysm timewalking which will allow this questline to work properly with no other work arounds.
If you are about 50+ (60+) or max level, Chromie probably won't be available to swap around your timewalking phasing so what I found worked for me was to take the portal to Zuldazar in the Org portal room, then find the Earthen Guardian NPC to start A Dying World. Head back to the Zuldazar portal room you just left and take the portal to Silithus. Talk to Magni and do the short questline where you get your Heart of Azeroth and piece of azerite gear and by that point you should be far enough, so just exit back out of the Heart Chamber, take that portal outside to Zuldazar then the portal back to Orgrimmar.
To start the Twilight Highlands intro questline you want to start out heading to the Warchief's Command Board, the quest breadcrumb starting object in front of Grommash Hold in Orgrimmar.
Unfortunately you don't seem to be able to search or sort for what breadcrumb quest you'd like so if you do not see it listed as one of the three available, you'll have to keep accepting quests from the board until you finally see Warchief's Command: Twilight Highlands!. Accept that, abandon all the filler quests you had to accept if you want, then head inside Grommash Hold.
When you finish the Warchief's Command breadcrumb, it should point you to Eitrigg to continue the chain and it should be pretty self-explanatory from there but be prepared to spend quite a bit of time. Once you quest to open up the portal in Dragonmaw Port then port to Orgrimmar and talk to Saurfang, you should be good. Travel back to Twilight Highlands at the Cataclysm portal area and the city should be visually phased, indicating the vendor is now available to you.
If Eitrigg did not have the follow-on quest after the Warchief's Command breadcrumb quest, double check that you did what I suggested in point 1 or 2. Eitrigg not having the follow-on quests is a phasing issue inside Grommash Hold and those 2 suggestions are the only way I know to get around it.

She is visible only after you complete Return to the Highlands. The quest chain is a bit janky after all this time and after Saurfang's death - as of this patch, you should start with the Warchief's Command Board in Org, select Twilight Highlands and turn on legacy quests - this will spawn Saurfang who will give you a breadcrumb quest. Eitrigg near him should give you some of the other quests when you don't find Saurfang.
