This is the quartermaster that will be available during the Legion pre-patch invasion events! He will sell a variety of merchandise for Nethershards.

Captive Wyrmtongue can be found in the Illidari camps in all invasion zones, as well as Orgrimmar and Stormwind City.
Note that the vendors in Orgrimmar and Stormwind City require that you complete the Broken Shore scenario to see them; the ones in the invasion zones are visible regardless.

When are the invasions coming?

The Legion invasions (and Demon Hunter early access) arrived August 9, 2016 (US) and August 10, 2016 (EU). The will continue until August 30, 2016 when Legion launches, and will progressively become more frequent until that point.

Nethershard Currency

Nethershard is a new currency that will be specific to the Legion pre-launch event. These can be earned via invasion scenario events (25-50+ Nethershard per invasion).

Note that aside from Nethershards, the invasions grant achievements, and also the Stage 2 and Stage 4 chests can have unique weapons in them (that can be upgraded to item level 725).

The items available for Nethershards include transmog sets and item level 700 necks, rings, trinkets, weapon upgrade items, and a pet! These items are sold by Captive Wyrmtongue.

Invasion Scenarios

There will be 6 different invasion events during the pre-launch patch. After the invasions start, they will become more and more frequent as we get closer to the launch of the expansion (August 30, 2016).
Each invasion is a scenario entered by anyone that moves into the invasion area, and has 4 stages. There is a progress bar for Stages 1 and 3 which is zone-wide - you will see how close you are to the next stage. Stage 2 and 4 have boss objectives, and completing these will complete the stage.
Note that the invasion instance you enter may already be in progress, with potentially a stage or stages completed already.
The stages are below:

Stage 1 - Defend against a general invasion point (e.g. Orgrimmar Rear Gate). Mobs are fairly trivial in nature, although numerous.
Stage 2 - Defeat two lieutenants and a commander. The commander spawns after the lieutenants are killed. These bosses hit pretty hard, so DPS and healers have to watch threat.
Stage 3 - Defeat the invading forces marked on the map - a zone-wide objective, with various activities that will advance the progress bar:

There are mobs to kill, of various sizes and strengths. These can be found at invasion points, marked on the map.
There are protected "Legion Structures" also marked on the map. You must kill the mobs protecting the structures; doing so will make the Protected Fel Crystals attackable. When the crystals are destroyed, the structure collapses.
There are various mini bosses scattered around the zone during this phase. These hit pretty hard, so ideally they need to be tanked or kited. These mini bosses often drop Nethershards, so it's worthwhile helping to kill them! They are marked on the map with skulls.

Stage 4 - Defeat a boss NPC at the original invasion point (requires a group). These bosses hit VERY hard and have some abilities that will kill you if you do not avoid them (e.g. breath mechanics - make sure to stand behind the boss!)

Some other miscellaneous notes:

Zones that have active invasions are marked very clearly on the world map. Note that only zones in Kalimdor and Eastern Kingdoms are involved.

Mousing over the invasion icon will show you a timer, indicating how much time is left in the invasion, so that you can get there.

Entering a zone with an active invasion will put you into a scenario instance. There will be multiple instances going on at one time, so arriving at any point while the invasion is active will allow you to participate.
There are various vehicles you can use to assist you during the invasion (e.g. Demolishers, Glaives). These usually have a few abilities that will do area damage to mobs.
Most of the mobs killed for the invasions do not drop anything, although minibosses do. The shards/chests that are rewarded go into your bags automatically (even if you are dead when the appropriate stage is completed).

Rewards from the invasion are as follows:

Stage 1 - Nil.
Stage 2 - Small Legion Chest, which will contain 5 Nethershard, guaranteed iLevel 700 Fel-Touched Gear*, and a chance for iLevel 700** weapons, with very unique models.
Helping to kill the minibosses during this stage will reward more Nethershards (5-10 extra).
Stage 3 - 10 Nethershard at the end of the stage. Additionally, mini-bosses during this stage drop Nethershards (reportedly 5-15). Therefore, killing these can net you a much higher yield than any other stage!
Stage 4 - Large Legion Chest, which will contain 10 Nethershard, guaranteed iLevel 700 Fel-Touched Gear*, and a chance for iLevel 700** weapons, with very unique models.

TOTAL: 25-80+ Nethershard per invasion

*This armor is the same armor that makes up the 4 transmog armor ensembles available for 200 Nethershard. If you are wanting only the transmog appearances and not the gear, collecting it piece-by-piece from these chests will be presumably much slower than buying the Ensemble.
**These weapons can be upgraded to iLevel 725 using Coalesced Fel, which will also be available during the pre-launch event

Completing a single invasion rewards the achievement Stand Against the Legion.
Completing 6 of the invasions (as listed below) will reward Defender of Azeroth: Legion Invasions

The above achievements will be Feats of Strength (similar to Tripping the Rifts from the Cataclysm pre-expansion event) that will not be obtainable after Legion launches.

Another Feat of Strength that will be exclusively available during the Legion pre-launch event is It All Makes Sense Now (collect all 12 of the pamphlets from Doomsayer NPCs in Orgrimmar/Stormwind).

Below is a summary of ways to get to the invasions. I have included many different routes, including some that may be obvious (for those who may be returning to the game after a while).

You will not be able to see or target the quartermaster in Stormwind or Orgrimmar until you complete the Broken Shore scenario and the follow-up quests.

These quartermasters can also be found in every invasion zone even after invasions. The closest Alliance one is in northern Westfall at the crossroads of three roads (or at 58.3 24.3). The closest Horde one is in Azshara nearthe Orgrimmar Rocketway Exchange (or at 29.8 68.9)

If you are on a high populated server and have issues with the game crashing while in Stormwind, there is another one of these vendors just outside the gates of Ironforge. Sells the same stuff for the same price.

There's one of these guys in each invasion area, and you do not have to have completed the Broken Shore quests to see them.

Note: The following is obsolete information relating to the pre-Legion Invasions event.

So let's say you have hundreds or perhaps thousands of Nethershard from all the alts you've levelled to 100, or just gotten a few extra levels on, thanks to the bounty of Legion Invasions. Wondering what to do with all this currency? You could play the Felbat Pup speculation game like so many others are doing, hoarding bank bags full of them for some magical faraway time when an influx of players are willing to pay a fortune for this pet. But to me it seems that Felbat Pups are the next Left Shark, destined to rot in the dozens on the AH at below-100g prices for the next 20 years, or however long WoW lasts.

If you're looking for a little more tangible reward for your Nethershards right now, then you have some good options to make a little extra gold. If you're level 100 and just want the gold in your hand, Mo'arg Clan Token is your best value at a return of about 58 silver per Nethershard.

If you're below 100, then your only real option is to buy a Glaive of the Fallen for 100 Nethershard which gives a decent conversion rate of a little more than 50 silver per Shard.

Another option available no matter what level you are is to give a little gold boost to an opposite-faction alt or one on another server. Here Glaive of the Fallen are also an excellent opportunity. When mailed to any other character on your account they can be sold to a vendor and are the only worthwhile vendable items you can buy with Nethershard below level 100.

So any characters you might have with hundreds of extra Shards who either have nothing else to purchase at 100, or who you don't think will be leveled that high before the end of the Invasion event, could purchase Glaive of the Fallen to send a little extra gold to a cross-faction or cross-server alt.

EDIT: This was written before Legion was released, with the expectation that these would become useless currency after the pre-patch invasions (which was what happened to Necrotic Rune from the pre-WOTLK Scource Invasion event). I used most of my nethershards up at the time, but they're now easy to get for level 110s. I still have over 50 Glaives sitting in an alt's bank and (as of 7.3.5) they're still BOA and vendor for 50g5s25c. I'm hoping they remain that way!

Since I don't see where anyone has said this yet, you have to be level 100 to purchase any of the gear or transmogs from this vendor.

Stockpiling nethershards on your lowbie toons while leveling isn't going to help unless you make it to 100 with them.

Confirmed today that this vendor is still in the game. I do not know whether he will be hotfixed out, but if you forgot to buy something like me you can rectify your mistake.

I leveled an alt to 90 via legion invasions, banked a crap ton of boxes, and had a #$%^ton of nethershards that I couldn't really use because I couldn't see the SW vendor. But I actually hit 98 last night, did the Broken Shore scenario (yes, I'm well aware you can skip it), all the way to meeting with the Illidari faction in SW... lo and behold, Captive Wyrmtongue is still there! Still can't spend the shards for another couple levels though.

Evidently this NPC has all but been removed from the game. He exists in Stormwind and Orgrimmar but has been removed from the other locations.

Also, he no longer has items for sale even though when moused over it indicates he is a vendor.

Just went to look for the Captive Wormtongue where he was in Stormwind @ 41.13, 78.83 (in the hallway on a balcony overlooking the harbor near the mage tower) in patch 7.2 and 7.25, but now he is gone!

He stopped selling anything at some point, but I am hoping that he will become available either on argus or maybe somewhere else with his old goods (especially that Felshroud Armor).
