Gigantic Dreamy Bounty is a reward you can get from the "Emerald Bounty", one of three public events in the Emerald Dream coming with 10.2 "Guardians of the Dream".

The first event is "Superbloom" (starts every hour at the full hour near the Central Encampment and lasts ~15 minutes) which provides single Dreamseeds up to epic quality and a decent amount of Emerald Dewdrops (and more on the first completion of a week. e.g. a nice piece of gear).
The second is the "Emerald Frenzy" (a bonus objective up for 10 minutes somewhere in the zone starting every hour at x:30 and x:50) that will probably be the main source for your Emerald Dewdrops and Plump Dreamseeds.
The "Emerald Bounty" is all about using these Dreamseeds and Dewdrops in a plant-growing activity for a variety of rewards, i.e. Mounts, Battle Pets, Cosmetic Items, Flightstones, Dragon Isles Supplies, Profession Reagents, Drakewatcher Manuscripts, Recipe: Slumbering Peacebloom Tea, and even Drake's Dreaming Crests.

In the Emerald Dream we have 17 pre-defined locations with Dreamseed Soil, each one tied to a specific sprout. Probably to handle all the interactions behind the scenes but also for the I Dream of Seeds achievement ("Ageless Blossom" is listed in there, but that's Soil only used during the Dreamseed tutorial).

The first player to plant any Dreamseed on a Soil spawns a Dreamseed Bloom, starts the 3-minute growth/nurture process, and a mini-event around the Soil where you can chase away critters, pull weeds, or take out violent lashers for some Emerald Dewdrops.
Within that timer, everyone can now contribute to that Bloom in a unique interface panel that will show when you interact with the Dreamseed Bloom.
In that interface you'll immediately recognize two separate reward containers and two buttons to contribute. The left side is about Dreamseeds only and is determined by the original planter. When they were using a rare Dreamseed, no one can contribute uncommon or epic Seeds to change the reward, you can only add your own rare Dreamseed to be eligible for the final rare "Dreamy Bounty" reward. When someone planted an epic Dreamseed and you don't have any and only contribute Dewdrops, you won't be eligible for the epic "Dreamy Bounty" reward shown on the left.The "Emerald Bloom" reward shown on the right side is changing with the growth process: <50% will result in uncommon, 50-99% in rare, and 100% in epic reward containers. Whatever you're going for, make sure it has the checkmark on its icon.
The initial Dreamseed planted equals 6% of the process bar, another Dreamseed by a second player only added 5%, so it may decrease with every other player contributing a seed, while 5x Dewdrops always added 1%.
When the 3 minutes are over, the Bloom will disappear, a 5-minute CD will start before the Soil is available for the next Dreamseed, and a (player-specific) Dreamseed Cache will spawn for everyone eligible. When you open your cache, the contents of all container items (previously shown with a checkmark in the nurture interface) will directly go into your bags & currency tab, you won't see the container items!
Unclaimed Dreamseed Caches will stay for a long time and when you're logged out (couldn't test "forever" so I won't confirm "forever"). When you're close they will show as treasures on your map & minimap, but also block future planting & contributions on that specific soil until you pick 'em up.
You can contribute to one Bloom and immediately go to the next one (e.g. for a quick completion of Blooming Dreamseeds, you don't have to be the initial planter). This also means you can have several unclaimed Dreamseed Caches in the zone. When the Devs do it right, phasing shouldn't affect the Dreamseed Caches, but that's not guaranteed for the soil & growth process, so you better avoid being phased out by joining a party in the group finder before finishing your contributions!

We have Talisa Whisperbloom (vendor option is hidden until you finish her Weekly) and Sylvia Whisperbloom as vendors that are supposed to be an alternate source for Emerald Bounty rewards, similar to the Time Rift vendors. When you have no luck with these drops, you can at least get a currency once every week to purchase some of these items. This Seedbloom was recently hotfixed and should now correctly show as one of the rewards of Talisa Whisperbloom's Blooming Dreamseeds Weekly.
An important thing to note: These Seedbloom vendors won't show the pets unless you unlock the "Bountiful Pets" perk at Renown 11, and the Mounts with the "Bountiful Mounts" perk at Renown 18 with a character individually.

The author of Narcissus (Peterodox) is also working on the AddOn Plumber, which now also provides extremely nice QoL changes for the Emerald Bounty. (contributing while holding the button instead of dozens of clicks, displaying unclaimed Dream Caches on the map without being close, only to name a few)

1 This large up front reputation bonus to the first five each week includes Medium and Large Emerald Bloom, it's not five for both types of nurture progress. You won't see five rep rewards with this large bonus when you get 500 rep procs before the fifth (some sort of internal cap of 1250)
2 A 50-100% nurtured Bloom has some sort of proc chance that leads to double the amount of some rewards.

To those curious, these can contain multiple mounts in the same bounty. I looted both Reins of the Winter Night Dreamsaber and Reins of the Snowfluff Dreamtalon from my first gigantic seed. A small sample size, of course, but it may be likely these have a decent drop chance from the best bounty.

Do the Emerald dewdrops (fully grown plant) have effect on the bag from the gigantic dreamseed? Or is that only for the other bag? (i got the saber mount already, not sure if I should pump dewdrops for the other mounts)

FYI: What blizzard considers to be a "Large amount of profession reagents" is pretty much 5x Draconium Ore, 10x Serevite Ore & 1x Rousing Fire. No way do I consider that a LARGE amount. As an engineer I couldn't even make a "Greased-Up Gear" with those.
