To be clear, this Enchanter's Study, Level 3 is *NOT* rewarded by completing the Working More Orders achievement. Here's how it works:

Get the Working More Orders achievement. You can do this step on any toon. This unlocks it - the vendors won't sell it to you until you unlock it by getting the achievement on any toon.
Level each toon that wants to use it up to 100.
Buy the blueprint from the vendor in your garrison: Rezlak (Horde) or Sparz Boltwist (Alliance). *Note* Every toon that wants to use this will need to buy it for themselves.
Use it (consumed on use) to learn the blueprint.
Now that toon may build the upgrade - which also costs gold and resources to start, plus the construction time to finish.

It is worth noting, as a non-enchanter, upgrading the Enchanter's Study to level 2 or level 3 will NOT increase what you can disenchant using it. You will still be ilvl restricted. So if you consider trying it, don't bother.

Unlocks Enchanting missions, and allows up to 21 work orders at one time.
