Does anyone know when she starts selling the blueprints? She has nothing for me atm. Not sure if I'm too low level (94) or if my garrison is bugged.

They might be accessible after certan quests or level. I still can't buy the 1,500 gold blueprints at lvl 96 with garrison at lvl 2.

At level 96, I completed the quest-line to get the Spires of Arak outpost (selected Smuggler's Run), hearthed back to my garrison to purchase a level 2 Lunarfall Inn blueprint but it was still locked.

The plans say requires Spires of Arak outpost OR level 98 so I'm not sure why I can't purchase any of these blue prints. I will try update this comment when it does unlock.

EDIT: Level 2 medium building plans unlocked after completing only 2 story chapters of the Spires Of Arak story line. The two are "Shadows Gather" (which is the initial story you get when you start the zone) and "Securing Southport" (story line that rewards Outpost Building Assembly Notes, see Garrison Outpost guide for more info for more info)

Ironic that the story line that rewards currency for level 2 blueprints is what unlocked level 2 blueprints at my garrison.

Are the blueprints ONLY available from her, or are they also quest rewards/drops? Just don't want to drop gold on some and then get it free later!

Located next to architect table inside town hall in a level 3 garrison, right by Baros Alexston. Once you hit 100, she shells the level 3 blueprints. Can only actually purchase them if they certain achievement criteria have been met.

She is located next to the architect's table in a tier 2 or tier 3 garrison.

At level 91, just after upgrading to a tier 2 garrison, she was next to the table for me. She had all of the blueprints, but the only thing I could purchase was the book of blueprints. Each of the other blueprints was blocked from purchase, but the requirements were listed. The 750g blueprints require the Talador Outpost or level 96. The 1000g blueprints require the Spires of Arak Outpost or level 98. The 1500g blueprints require the Nagrand Outpost or level 100.

Be advised that before you drop 750 - 1500 gold on certain blueprints, you can trade Outpost Building Assembly Notes and Comprehensive Outpost Construction Guide in Ashran. The blueprint vendor is Kinkade Jacobs.

If the Horde gets Torgg Flexington, the least Borderlands fans could get is a female gnome named Tiny Tina selling plans. After all, she's way more engineering focused than Torgue and loves explosions just as much (though prefers them to be stuffed toy animal based).

She is situated to the right of the architect table inside your town hall (mine was level 3) and when you hover over her the mouse changes to a speech bubble.

At first when I was looking for her I missed her simply because I was mousing over NPC's looking for the gold bag that I assumed would appear, thinking she was a vendor. I was wrong, thus wasting 10 minutes.

In July 2017, I found that Sparz would not even show me the level 3 blueprints until I'd reached 110, even though I had the Talador Outpost and was level 96. Once I reached 110, all the blueprints became visible and available.

Despite Wowhead's map and some screenshots showing her standing in the grass, I can't seem to find her in the Level 1 Garrison.
