The questline for the blueprint starts with the quest "Pinchwhistle Gearworks". You will get the quest at lvl 97 in you´r garrison if you dont get it from the npc in Pinchwhistle Gearworks in Spires of Arak first.

Edit: I went to Spires of Arak with another toon now and noticed that the quests can be taken at lvl96 in Pinchwhistle.

From your garrison: Pinchwhistle Gearworks
From the Pinchwhistle Gearworks in Spires of Arak: Pinchwhistle Gearworks

For someone who bypassed this whole quest chain and yes there are many quests you need to do before this so from the begining:
note all quests must be done for Salvage Yard, Level 1 quest to open:

First you pick up
Pinchwhistle Gearworks from Watchman Kovak: then go to the flight master take the bubble to Pinchwhistle Gearworks and you fly out.

Alliance or Horde Pinchwhistle Gearworks or Pinchwhistle Gearworks starts the whole quest chain, turn into Kimzee Pinchwhistle.

Turn in Pinchwhistle Gearworks to Kimzee Pinchwhistle

Now pick up and do all three quests;
1) Defungination from Kimzee Pinchwhistle
2) Spore-be-Gone from Engineer Gazwitz
3) Unwanted Pests from Exterminator Lemmy
You can not get to the next quests without doing all three, so pick them all up and do them all.

Pick up
The Mother Lode and follow Kimzee Pinchwhistle she mounts the goblin Hot Rod from the goblin starting zone, follow the Hot Rod down the path to where the new group of quests pop up.

Now pick up and do;
1) Getting the Crew Back Together from Kimzee Pinchwhistle
2) Clearing Out Before Cleaning Up from Engineer Gazwitz
After those two quest Engineer Gazwitz will give Follow that Hotrod!, now you should turn that quest into Kimzee Pinchwhistle who is standing next to Krixel Pinchwhistle who has the quest for the blue prints but not yet. hehe

Pick up and do;
1) Field Trial from Krixel Pinchwhistle
2) The Right Parts for the Job and
3) Skimming Off the Top from Kimzee Pinchwhistle
Kimzee Pinchwhistle has move next to airplane, to turn in quests.

Now pick up and do;
1)Sporicide from Kimzee Pinchwhistle
2) Preventing the Worst and
3) Curing With Force from Krixel Pinchwhistle

The final quest in which you came here for

Flame On
BAM! DONE!
go back to Pinchwhistle Gearworks to turn in.

The thing that's missing here, is how you open up Pinchwhisle after you have your Garrison Outpost set up Southport. I opened it up and no quest available for it. Then did a few more quests and it's still not available. Yes, I am level 96.

The quest Flame On is how you earn the Salvage Yard, Level 1.

It is given by Krixel Pinchwhistle.

It is the culmination of the quest chain that begins with Defungination and 2 other quests at the Pinchwhistle Gearworks in the SE of the Spires of Arak.

This series of quests only requires that you be level 96. There is no need to find a breadcrumb quest or to even complete any other quests within the zone beforehand.

If you have done the quest already and lost/vendored/destroyed the blueprint, don't panic.
You can get it back through the Item Restoration service within your regions battle.net website. :)

I SOLD my blue prints!

I was wondering if anyone experienced the same mistake. I was on the typical intense quest grind to 100 and sold the blue prints mistakenly during the grind. I cant find the quest giver anymore and cannot purchase it on auction or from vender.

How can I re-obtain these blue prints?

I need help!
I am level 100, I have most likely completed all the quest required for this building and if I have not then I can't find it anywhere. I have Kimzee as a follower in my garrison. I don't know what to do, please help me!

For anyone who may be interested, you can send your people on missions, then go get the blueprint and build the building. As long as the building is ready when you finish the missions, you can get salvage. I just did it.

This quest is part of a major quest line for your garrison Salvage Yard.
Below is what is needed to acquire it.

Level 96 is the new Minimum

See NPC: Reshad <Scrollkeeper> : He will lead you to the village to get the quests you need to open up at Southport.
1) One of Our Own
2) Inspecting the Troops
3) Admiral Taylor
4) Pinchwhistle Gearworks - If you went here and didn't complete the above, you wont be able to interact with Watchman Kovak. Admiral Taylor is required to be completed.
5) Defungination
**BEFORE the next quest is offered you need to do the following TWO quests:
*1) Spore-Be-Gone
*2) Unwanted Pests
6) The Mother Lode
7) Getting the Crew Back Together
8) Follow that Hotrod!
9) Field Trial
10) Skimming Off The Top
11) The Right Parts for the Job
12) Sporicide
13) Curing With Force
14) Preventing the Worst
15) Flame On!

according to this (wowhead) LOVELY SITE, second tab of this item says that:
THIS ITEM IS SOLD BY BLUEPRINTS VENDOR
REALLY ? I CAN'T SEEMS TO FIND THE ITEM ON VENDOR ON GAME

FIX IT or make Blizzard change game and sell that item from vendor :D

OVERVIEW

These plans require level 96 and the completion of a quest chain that starts with (A/H).
Building: Salvage Yard Level 1
"Allows Salvage to be occasionally recovered from missions." See next bullet for specifics.
This building enables successful lvl 90-94 missions to occasionally reward Bag of Salvaged Goods, possibly containing:
1. Draenor crafting materials that are NOT BoP (ex. Draenic Dust, Fireweed).
2. A number of junk items that can be vendored for gold.
3. Does NOT contain follower upgrades.
From my understanding, missions level 95-99 will NOT reward any salvage if you only have a level 1 Salvage Yard.
You must upgrade to a level 2 Salvage Yard to begin receiving rewards for that level bracket. See below for more information.

I have completed the quest line, but I still can't buy the blueprints for the salvage yard. I checked on my profile and it shows that I have completed Flame On. Why can't I buy the blueprints? I want to replace the alchemy with the salvage yard.

If you're not sure if you have completed the quest Flame On or not, here is an in-game macro to check it: /script print("Flame On is",IsQuestFlaggedCompleted(35298) and "done" or "not done")

Blueprints can longer be restored through item restoration , the blueprint vendor in your garrison now sells it for 150g in case you lost/sold the freebie

Hardest part about this is near the end, when you have to cure WOUNDED infected goblins x6... unequip weaps and SPAM that potion... make sure you don't have a follower (send it to garrison) because your basic unarmed attack is going to kill them or near death them which you need to do.

I had the blueprint and I learned it. Now how do I get the salvage yard built? Does it just happen automatically or do I have to do something? I can't find it anywhere in my garrison.

9.0.5 - Decided I wanted to switch my Enchanter's Study for the Salvage Yard but my Architect Table was telling me I didn't know the blueprint. Flew all the way to Pinchwhistle only to find Kimzee wasn't there and that I already had her and had done the quest line probably way back in WoD. I don't know if I sold it back then thinking I wouldn't use it with having the Storehouse, Tailoring Emporium and the Enchanter's Study or if it was some glitch. After going through several comments and right as I was getting ready to contact customer support I checked the Blueprints Vendor again and it is there on the very first page to purchase for 150g, top of the right hand column next to the Book of Garrison Blueprints.

at the end of the quest line for salvage plans you are also rewarded with a follower near the flight path after your flight upon finishing the plane part of the quest

It’s still true, if you want your Salvage Yard:
You need to complete a few rounds of quests into most of the Pinchwhistle Gearworks questline.
The top comment is a complete write-up.

Starting with Defungination at /way #542 61.4 72.8 Kimzee, it takes about 15m, until Flame On finally awards Salvage Yard, Level 1, along with Kimzee Pinchwhistle.

(For Curing With Force, I had to use a Soft Foam Sword.)
