Now if you can't get three Steady Shots off for each Explosive there's an issue. Of course when L&L procs you won't be doing the Steady Shots then but otherwise you should still be using Steady Shot as your default DPS shot. Multi-shot or Aimed Shot can be added above usually after my Explosive shot in importance order.

EDIT: Also you should be able to reach the soft haste cap quite easily as a SV hunter... that is what haste is for.

I guess there's an issue 'cause unhasted I count two:

0.0 Explosive Shot
1.5 Steady Shot
4.5 Steady Shot
6.5 Explosive Shot

Even assuming that you do have the 187.5 haste rating left in your remaining slots to soft cap as SV and that you have zero latency and hit every shot within the millisecond the CD comes up (implies that you are a spam macro and that it's Patchwerk so you're standing still), you can only fit 3 shots between your explosives. Since, as you said, Steady is not at the top of the priority, your 30 second rotation becomes:

0 Black Arrow
1.5 Serpent Sting
3.0 Explosive Shot
4.5 Aimed Shot
6.0 Steady Shot
7.5 Steady Shot
9.0 Explosive Shot
10.5 Steady Shot
12.0 Steady Shot
13.5 Steady Shot
15.0 Explosive Shot
16.5 Serpent Sting
18.0 Aimed Shot
19.5 Steady Shot
21.0 Explosive Shot
22.5 Steady Shot
24.0 Steady Shot

That's 9 Steady Shots in 30 seconds, or an average of one every 3.33 seconds. The poster's estimate of averaging one every 4 seconds in real life sounds very reasonable, and if you're routinely hitting 3x Steady between your Explosives you may actually want to re-think your rotation.

Note: I'm aware that Aimed Shot CD won't be up for the next "rotation" at 34.5 seconds - doesn't change the math.

Edit: Revised the soft cap number based on 25% haste less 15% passive haste = 10% required @ 32.75 haste rating per percent haste. Hopefully right this time.

This proc is great but the uptime is horrible. As MM, only ~40% of your shots are Steadies and the ICD makes it take an unreasonable amount of time to re-proc. It has roughly 10% uptime, at best, or about 60 passive AP. Round it up to 100 if you want to be very generous.

I'm fairly sure that if more Mail 226 or 239 gear is discovered from Algalon, using Mantle of Fiery Vengeance, Gloves of the Steady Hand and pair of pants with the T8.5 Helm and Chest will be a superior option.

As MM on the most bosses in ulduar25 and colliseum25 I have an uptime from around 3% to 8-12% in the most fights.
So ~10% x 600AP would be 60AP, wouldn't it?
