This change is a bit of a disappointment to me. The reason I say that is that people that don't have leatherworking won't be able to reduce the number of scraps/stacks-thereof for more bag space.
I might be wrong in that they will keep the ability to combine them without leatherworking.

Figured I would post this since no one else has. They DID NOT remove the ability to combine the scraps manually, but it does seem as though they added this spell to help level leatherworking.

in Dalaran and he will give you a free flight to the Argent Tournament, which is where the trainer is. Might save you a couple of stacks of borean leather, which never hurts.

I musta got lucky because i went from 250 to gray at 275 in just 22 stacks of scraps even green this gave me lw skill ups fairly easily well into green.
