For Horde, can also be purchased (along with Crunchy Serpent) from Xerintha Ravenoak at Evergrove (62,40) in Blades Edge. For those w/o Co-ords ... Evergrove is located just below Ruuan Weald on map. Good Luck

Alliance can buy it at the vendor, and Horde has to do a little quest in Mok'Nathal Village, starting at NPC Matron Varah, the Innkeeper, 76,60.

Anyone know of any alliance vendor that sells this recipe?

Alliance can get this recipe in the villiage of the gnomes in the east from Ruul (Blades edge)..... Check with the hut between the gryphon master and the inn..

The recipes for Mok'Nathal Shortribs, and Crunchy Serpent are sold by the npc: Xerintha Ravenoak, at Evergrove, in Ruuan Weald. Both Alliance and Horde can buy them.
