For only 2 talent points you put a noticable boost to the raw healing power of your most efficient direct heal. Unless you're going for some very awkward build, there's absolutely no reason to skip this.

So do these talents apply to the Base amount healed, or the the amount after the + Heal has been applied. With +1500 heals, you are talking about the difference between (884 * 1.2) + 1500 = 2561 and (884 + 1500) * 1.2 = 2861.

The second is obviously a far more attractive number!
