There are more than just 1... follow the river down to the waterfall and there are a ton there. 37, 79 area.

you're looking for a dwarf called 'frostborn scout.' the one i found pretty much was in the dwarf death position, not surrounded by any tents etc.

Blizzard's ingame questhelper is woefully inaccurate to the position of the scout at the time of writing. He's on the frozen waterfall leading down from Bor's Breath Valley into Bor's Fall.

Hunters can track humanoids to help find them, couldn't see him until i tried this.

The one I found was guarded by a harpy. So look for a bird lady on the waterfall and you'll probably find your corpse.

[There is something that I could use a hand with now that I have you.

We have a few scouts that are extremely late in returning. The peaks are harsh... but these boys know what they're doing.

Head to the east... along the Bor's Breath valley and near Bor's Fall... they should be out that direction. If you find any sign of one of them, bring me back news immediately. We have a few enemies in the area - if any of them are getting a bit uppity, the more warning the better.]
