I didn't even get a "looking into it" from the GM, but I did get some awesome customer service. Not only did they reset everything so that it'd work, they were kind enough to teleport me to the scene of the crime so I could knock it out right then and there (which saved me a rather long trip from the Basin). But yes, still bugged as of today, and still very worth putting in a ticket to finish the line. Rewards are great, and the revealed story is also excellent.

just worked for me, stood at the top of the steps and summoned the serpent who drained the prophet for me

Guys i just figured out, its not bugged but yet again it has to be done propperly, you have to enter the town "ALIVE" wich mean to cross the front arc or w/e you wanna call it that turns you into a ghost, you have to enter by a side(try around 73,64) so you can get to the place alive, the surounding guards are neutral, but the far guards are hostile so be carefull ... I hope this help you all, have fun!

relogging works but so does moving far enough away from the camp that the npcs in the village go poof, just tried it once, targeted one of the elementals outside the camp, flew until it was far enough away to go poof, then i had mouse over the stone in center of encampment the one you turn 10 drakkari offerings to for the buff. once that was gone, i turned around and har'koa was in there.

I just completed this one.

I went in on the side as LeotheNightmare described, but they were all still flagged as hostile. However, as soon as i was close enough they all went neutral. After preforming the ritual, the prophet turns into a regular lvl 77 guy. Beat him, and all the other elites are still neutral so i just ran out the "front door". Went back to Zim 'torga and just like everyone else, no Har'koa. I walked away from Zim' torga until i changed zones to zul 'drak and then returned, and there was Har'koa.

Well, that's how it worked for me, hope this helps

If you are an herbalist, there are several spawn points in the area around the altar. After completing the quest the elites stay neutral so you have a semi-private herb garden available to you.

Ok so i used the item,slayed the mob and no har'koa..he didnt even wispered me,i went back to his altar,he was there,but i couldnt complete the q.Tried everithing above,no success whatsoever.

This is the dialog between Quetz'lun and the prophet:

Prophet of Quetz'lun yells: What is this you pathetic, little worm? Come to die?
Prophet of Quetz'lun yells: I recognize your stench. You're the one who stealthed around me on the back of that snow leopard runt!
Prophet of Quetz'lun yells: TIME TO DIE FOOL!
Prophet of Quetz'lun yells: What? How is this possible?
Spirit of Quetz'lun yells: I've returned to invite you to my housewarming in the underworld!
Spirit of Quetz'lun yells: I'd say come along quietly, but we both know that's not going to happen. My little friend here is going to ease your way in to the afterlife.

The weakened version has 11,379 health so he is very easy to kill :)

If you're in the air on flying mount when the prophet becomes small, he will immediately despawn and you'll have to wait a minute to try again.

After you complete this Har'koa whispers you to say she's in Zim'Torga (where you turn in the quest). I didn't see her so not sure if she disappears after some time or what; but keep a look out for her. I don't think she gives a quest, just storyline to move to the next tier of Zul'drak. If you talk to any of the new quest people I bet that makes her disappear.

Edit: I returned after finishing the 3 new quests and Har'koa was there. I doubt I missed her, giant snow leopard with glowing eyes. So maybe someone else turned in that portion and she reappeared or it's just one of those things *shrug*
