As a Holy Priest, these shoulders are a no-brainer as T7 is as high as you can go thus far. I do rank these shoulders a bit below the Mantle of Dissemination (https://www.wowhead.com/wotlk/item=40555).

Gem slot these shoulders with Seer's Eye of Zul (https://www.wowhead.com/wotlk/item=40170) for socket bonus or gem with Brilliant King's Amber (https://www.wowhead.com/wotlk/item=40123) for maximum intellect.

With the 3.1 changes (and arguably before) Int is becoming more important than spirit for Holy as well as Disc. Spirit based regen is taking a serious hit, with replenishment and shadow fiend regen now looking at max mana rather than base, Int is now to my mind more important than Spirit. That's not to say spirit isn't important but the old BC idea that spirit is THE most important stat is now redundant. So I'd say that Int gem (when it comes out) is a pretty viable choice.

Interestingly enough, according to shadowpriest.com, if you're hit capped, these shoulders are actually better for Shadow than the DPS T7 shoulders.

not sure if its supposed to be this way, but the wings point in when you look at them from behind. seems like they should point out. some sort of bug i assume.
