This item is part of the Stranglethorn Vale Fishing Competition. Which takes place every Sunday between 14:00 and 16:00 Server time.

These are the items that can be won if you are the first person to hand in 40 Speckled Tastyfish to Riggle Bassbait in Bootybay.
Arcanite Fishing Pole and Hook of the Master Angler.

Once someone has won the fishing competition, you can still hand in your remaining Speckled Tastyfish to Jang in Bootybay. (repeatable quest)

0.25% Keefer's Angelfish --> Lucky Fishing Hat
0.23% Brownell's Blue Striped Racer --> Nat Pagle's Extreme Anglin' Boots
0.18% Dezian Queenfish --> High Test Eternium Fishing Line

Anyone know if there's only one of each rare fish to be caught? In other words, if one player catches the Dezian Queenfish, can another player still catch a Dezian Queenfish?

布隆奈爾藍斑魚 rewards you with 納特·帕格的極限釣魚靴 +5 fishing
基佛天使魚 rewards you with 幸運漁帽 +5 fishing
迪森皇后魚 rewards you with 高強度恆金魚線 +5 fishing

Probably the best of the rare fish to catch, as you can apply the fishing line to other peoples fishing rods (if they are not soulbound or BoP), as opposed to the other items which are BoP after turning in the fish.

in case anybody is wondering (and is looking for stuff to read while not getting those damn rare fishes):
there is no reason not to turn in a fish when you get it, there's no flag linked to either having a specific rare fish in your bag, or having turned in the quest
