For those without coords. Quick good description here.
The Teleporter are located up the ramp next to the cave.
The Transporter Power Cell are located just next to the spawning attackers.

I can't get this quest for some reason, I have completed every quest that I have seen on the mini map including the previous quests given by this NPC. Is there a drop or other prereq for this quest?

Make sure to pick up the quest by the "Injured Miner"s in the cave and do the two in the short chain.

The easiest way to find the teleporter is head east from where you picked up the power core. You will see a cave on the left (North) side of the valley. Bear slightly right past the cave (still heading easterly) and go up the obvious valley, and voila! There it is.

If you are flying, it is even easier. Fly east and head straight towards Voltarus (Zul'Drak), which will be in clear view. land on the snowy ridge between the mountains, where you'll see it, with one mob.

From the entrance of the cave you go directly west, you pass a sort of pillar with some stuff on it in flames. Just beyond that is the transporter power cell with the runner lying on the ground and two mobs around it.

so in this quest u have to do 2 things:

first, take the barrel at 45.82,

second go to the teleport at 52.82 and use the barrel on the teleport.

idk if anyone else got confused and i maybe stupid for this but when you go to find the gateway thing its actually outside just use your flying mount and go to 51,82

k to stop the confusion i found a teleporter to the right of the cave at 48,81. you will see a small hill to the right follow it the tepeporter is right infront of building.

when you use the barrel on the teleporter you automatically get teleported back to K3

I went to the exact place and found no teleporter I even zoomed in and compared the trees in the screenshot to on my screen, they match but the teleporter isnt there!

At level 80, this quest was available to me only after I went into the cave and did both quests for the injured miner, turning "Bitter Departure," the second one, in to Ricket.I think thats what VoidDragon meant...going into the cave and doing the 2 injured miner quests are a prerequisite.

FOR THOSE WHO DON'T HAVE COORDS right where the guys spawn, there will be a tower, south of the tower there will be a barrel which is the powere core(there is also a dead k3 snow runner). North there will be a cave. Up the hill to the right of the cave is the transporter pad

Take the object from 45.82 then go to 50.81 and use it on the machine.
it wll teleport you to K3 where u need to go to complete the q.

For those who hadn't noticed, the quest text says the teleporter is at Garm's Rise... which is not inside the cave. :)

The precise coords for the two items are:

Power Cell: 45.2, 82.2
Teleporter: 50.7, 81.9

The power cell is just west of the tower against the wall. If you're at the tower, you've gone a tiny bit too far.

Ricket at K3 would like you to locate the Transporter Power Cell and use it to activate the Transportation Pad at Garm's Rise.

Description

The sapper squad is ready. That means it's time for fun!

There's only one thing holding us up from our full-scale assault on Garm! I sent a runner to set a teleporter up behind him--successfully I might add--and he returned to get the power cell it needs to function. It isn't working yet... which means the power cell didn't get there.

I need you to look just on the other side of Garm's Bane for the power cell. When you find it, bring it farther east to Garm's Rise and activate the teleporter.
