Commander Jordan is at the top of the barracks at 70, 72.
(Enter go right, left, left, right (up the stairs), left, then right, up the ramp, then another right)
Stable Master Mercer is at the stables 68, 74.

Lead Cannoneer Zierhut is to the left of the Three cannons is at 73 77 and its a row of three cannons lined up along the path that leads down to the beach from the top part.

Ya - the cannons are down the path toward the beach. I looked all over the ridge up top. But they are about half way down the cliff. Take the path down.

Remember to use the Rod of Compulsion. Just killing them is not enough.

There are actually two ways down to the beach, There's the one by the stables and there's another on the other side of the big Church, Lead Cannoneer Zierhut is almost at the bottom of the Eastern one.

Commander Jordan uses Avenging Wrath (30% increased damage) and likewise, Mages can spell steal it! :D

It's important to note that you cannot use the Rod of Compulsion to open the fight. Once you enter combat it stops the channel. You must first initiate combat then use the rod.

I just completed the quest. I got them down to about 25% (with my pets help) put the pet on passive then used the rod. They didn't say anything until right before they died. They had focus on my pet the whole time.

Mercer seems to hint that Abbendis is freaky.

Nice.

As a Mage, I found it helpful to wand them, Polymorph the named, and then kill any other mob that aggro'd. After that, Mana Shield/Ice Barrier, and hit him once with your weapon. When he's attacking you, it's almost guaranteed the rod will work.

After that, just kill him.

Rogues have this quest even easier. Sap your target and then use the rod, it won't even break Sap when you're done applying the Denouncement effect.

It might have changed in the patch, but when I sapped the target and used the rod, they got a debuff that said something like, "____ will denounce the Onslaught on death". So use the rod, then kill them, and you'll get your credit for the denouncement.

I found the quest text misleading. You don't need to keep slowly lowering their health and reapplying the rod until they denounce the scarlet onslaught (like I tried to). Simply get in combat, use the rod, then finish them off. As they die, you get credit for the denounce portion as well.

You must use the rod on the target one time, *after they have been damaged. If you pull with the rod, they will come but the denouncement will not work. You must do damage first (any amount. I pulled with a lightning bolt, then hit them with the rod, and it worked - they don't have to be down below a certain %, etc.).

The Denouncement

High Executor Wroth at Venomspite has tasked you with using the Rod of Compulsion on Commander Jordan, Lead Cannoneer Zierhut, Blacksmith Goodman, and Stable Master Mercer.

Once the rod has been used on them, kill each to exact a denouncement of the Scarlet Onslaught as their final words.

Description

It's time for us to utterly demoralize the Onslaught forces!

I want you to take the rod and use it on four of their leaders: Commander Jordan upstairs at the barracks, Lead Cannoneer Zierhut down the southeast ramp overlooking the beach, Blacksmith Goodman at the smithy, and Stable Master Mercer at the stables.

Place them under the rod's compulsion, concentrate on making them denounce the Onslaught, and then kill them!
