You do get an underwater breathing helm for this quest (I missed that fact and resurfaced way to much like an idiot) so make sure to equip it. The boxes are scattered all over near the sunken boat and can be floating in mid water. You can find the quest giver by looking for the floating buoy, he's attached to it via a breathing tube near the bottom of the lake.

1) Make sure you equip your underwater breathing helmet. You do get one for this quest, which would otherwise make it a PITA.

2) Find boxes scattered around the lakebed! Avoid sharks. Rawr.

Doable with Noggenfogger Elixir with skeleton effect :)

While the helmet is equipped, you cannot remove it or change any of your other equipped gear.

was bugged for me when i just did this. equipped the helmet, but i still had an active breath bar. couldn't remove the helm until i finished the quest. annoying, but still easy to do the quest.

This is a breeze for Druids, as we don't shift out of Aquatic Form when picking up items. Yay!

I figured out that you get a diving suit to breathe under water. It would not let me open the supply boxes with out it on. If you wander too far off the breathing suit will disappear, but as you come back into the right area it will appear again. Kind of random. The guy walks( err swims) around on the east side of the boat

If you take the time to read the quest text, you can clearly tell the guy is stealing the supplies.

The helmet is not removable as long as you are connected to the buoy. If you loose line of sight you can change gear. also, the breath bar can glitch but if you surface it might fix it, it did for me.

I think this is bugged, I would get attacked by the sharks and could not attack back. Thunderclap would hurt them and bladestorm, but things like mortal strike were not working.

The quest giver, Harold Lagras, wanders the area around 62,58 on the bottom of Daggercap Bay. He's attached to a float (buoy) on the surface. You get a diving helmet with the quest so you can breathe under water. The crates are scattered around and on the wrecked ships on the bottom near where you receive and turn in the quest.

Say, maybe you could lend me a hand while you're down here. Throughout the bay here are all kinds of goodies, err, I mean supplies. Go out and bring me back whatever you find. Use this diving helm so you don't run out of air and die.
