You seem to have the general idea. Enh would want physical DPS heirlooms, and Ele would want caster DPS heirlooms. I'd say, unless you have seals/emblems to burn, it'd make sense to pick heirlooms you could use for other alts; the mail items tend to be limited in their usability. Champion Herod's Shoulder's really only good for Enh or a Hunter, and Mystical Pauldrons of Elements is pretty much Ele exclusive (although I did once see a Pally wearing them). You'd get more mileage out of getting something in leather, or cloth even if you go Ele.
As for which spec is faster, it's not really an easy answer, which is probably to the class' credit. Either Ele or Enh are perfectly viable leveling options. Figure out what kind of playstyle you want to have with your shaman. Beating crap up with whirlwinds and spectral wolves? Enh. Nuking mobs with lightning and lava? Ele.
Oh, and Enh shamans don't want Strength. You'll probably end up with some of it as you level, because itemization was insane in Vanilla, but it's not something to aim for. And honestly, at least once you leave Vanilla WoW content, you'd probably have to go out of your way to gear yourself with Strength, it really only appears on Leather and Mail when you get some of those Of The greens.

If your going to level elemental, the spell power heirloom trinkets are almost mandatory to keep up with the speed of enhancement. Just for the 4% mana return for every kill. With them, and the other spell power heirlooms, id say elemental is probably faster than enhancement for leveling.
