Another reason this talent is important is because it grants you additional mana when you use Totemic Call.

Totemic Call refunds 25% of the base mana cost for each totem. So, if you have 5/5 in this talent, Totemic Call is effectively giving you 33% of your mana back per totem.

Example: Rank 5 of Magma Totem costs 800 mana. Therefore you gain 200 mana back upon use of Totemic Call.

Having 5/5 Totemic Mastery brings the mana cost down to 600. However, when you use Totemic Call, you still receive 200 mana back. Thus granting you 33% of the mana back for the totem.

With the recent improvements to the totem system, this talent feels less and less appealing versus Tidal Focus for a resto build, despite the increased mana costs across the board.

Most buff totems last 5 minutes and have an increased range of 30-40 yards. With the exception of very large rooms and highly mobile fights (rare in 5-mans), you seldomly need to recast the more expensive totems like Strength of Earth or Windfury.
Totems are raidwide. You'll probably have at least one other shaman in a 25-man, so it's safe to say that you won't have to juggle between totems too often just to benefit a mixed group.
"Utility" totems like Tremor and Grounding are relatively cheap.
You'll probably cast a lot more healing spells than totems as resto anyways. I know I do.

For Tier 1 Talents it comes down to a choice between 5/5 Totemic Focus and 5/5 Healing Wave.

If you're PvP'ing 5/5 Totemic Focus is generally seen to be superior to 5/5 Improved Healing Wave.

Simply because with the Glyph of Lesser Healing Wave Lesser Healing Wave becomes:

Mana Efficient!

Coupled with its speed... this means you should be using Lesser Healing Wave all the time and Healing Wave scarcely. (i.e. before drinking, NS Heal, etc...)

Heres a good guide on Shaman Talents although please don't use the 17/54 Resto/Enchancement build in there it's laughably bad. The others however are spot on.

very dependent on your playing style

usefull if you:
- non-raid instance group and like to buff every pull
- pvp
- use a lot of 'fast totems' like earthbind, grounding, magma, fire nova, or generaly switch totems often during a fight
- always use lesser healing wave and not healing wave and you need points to get to 2d tier

actually in most cases superior to the other 1st tier, apart from raids and very conventional instance grouping

I keep seeing comments regarding either restro or elemental... but what about enhancement? not going to be healing much and i usually move away from my totems so recasting them is a big priority so reducing the mana cast for them would be more of an advantage than faster casting of a heal.

For resto, just like elemental weapons, I find this talent to be extremely helpful until you get a much larger mana pool. When you're just getting into heroics and just starting to get geared this makes for a great talent to conserve your infant sized mana pool. But later on as you get more mana and mana regeneration, it's best to look into putting those talents elsewhere.

If you're pvp resto this talent is definitely worth taking. The pvp gear itself gives you very little mana itself and you shouldnt be using healing wave as a regular speed cast in pvp regularly anyways, but you'll CONSTANTLY find yourself dropping totems and replacing destroyed totems.
