Pre-Wrath event Chest items are dropped by the Shadows of Doom, but not 100%. I'd say closer 50%.

These are dropped from the Shadow of Doom, I just got it on my priest no less than 5-10mins ago.

Little tip for the Shadow of Doom, bring a couple of priests with you so that they can shackle them, and use Fear Ward as much as possible, that way they don't have a constant fear on people which will cause them to pull just about every mob in the area.

Me and some friends have been farming the different Scourge invasion locations, killing 20(and counting, as I post) Shadows of Doom and I haven't seen this drop once.
Rare item, or just unlucky?

I got the cloth trousers to drop after about 30 minutes. After 3 hours or more of "farming", I had 2 sets of plate and cloth leggings and 1 set of mail leggings. These vendored for almost 30 gold and I had enough Necrotic Runes to buy the shoulders and gloves.

To clarify (for the few days this will still apply!)...

The chest pieces drop from the Shadows of Doom, which are only summoned when you weaken the necrotic shards and hand in eight runes to the channelers.

The leg pieces drop from the rare mobs (Spirits of the Damned, Lumbering Horrors, and Bone Witches), that spawn around the shards - make a target macro at least for the Spirits, as these are hard to distinguish from surrounding ghosts whereas Horrors are Patchwerk types. Multiple can spawn and respawn around the same shard.

In both cases, drops are 100% but shared between cloth, leather, mail and plate - they can be vendored or DEed but to avoid waste best to group with players of all four armour classes together.

To clarify and confirm, Shadows of Doom do not always drop a chest piece. Don't be misled, it is not 100% drop rate.
