Feral Droods guide to getting this buff:

Step 1. Kill Majordomo
Step 2. Loot Majordomo
Step 3. Pray staff drops
Step 4. Win roll for staff if drops, if not repeat steps 1-3 until it does
Step 5. Equip Staff
Step 6a. Right click staff to activate the buff causing you to turn into a fire kitty, when you enter cat form.
Step 6b. Go cat form, enter combat, and hit something, you will stay a fire kitty until you leave combat.
Step 7. Sit in Orgrimmar, and flaunt off your sexiness, I mean come on, we all know you want to.

I will be running further tests, to find out what cancels the buff activated by the two hour cooldown, in hopes that others can avoid it. It really is painful waiting two hours to use it again :(

Edit: So far from my tests, the only things that will remove the "Druid of the Flames" buff from you, if activated by the 2 Hour cool down, is death, entering, then exiting combat, taking off the staff, reforging the staff, and right clicking the buff off.

Super Edit: So, if you use the CD, and lose the buff for any reason, you can always faerie fire a critter, and go melee another one, while in Orgrimmar, this will let you keep the buff till either the critter walks to far away from you and resets it, or some mad evil genius kills it, forcing you out of combat.

This buff seems to be governed by some odd rules. There are two (really, 3) different ways to get the buff, and they each follow different rules.

1a. Combat Method

Go into combat (in any form) with 范達爾的烈焰鐮刀 equipped. You will keep this buff in any form (including caster form) until you leave combat, but the Fire Cat graphic will only show when you are in Cat Form.

What will remove the buff:

Leaving Combat
Dying
Right-clicking off the buff

What will NOT remove the buff:

Changing Forms
Changing Weapons (!)

1b. Combat/Zoning Method

This is an extension of the Combat Method and it is arguably the "best" out of the three versions of the buff. If you zone out of a battleground or instance with the Combat Method Buff (Method 1a) active, you will keep this version of the buff. In general, it's better not to leave a LFG group in combat or AFKing out of a BG, as can hurt the group you're leaving. Kirkus's method below is the more polite method to get this buff.

2. Use Effect Method

There is hidden /use effect on the Flamescythe. The Flamescythe's use effect has a 2 hour cooldown, and can be used outside of combat. The graphic still only shows when you are in Cat Form.

What will remove the buff:

Entering, then Leaving Combat
Dying
Right-clicking off the buff
Changing Weapons

What will NOT remove the buff:

Changing Forms
Time

NOTE:
There is one thing you should note in these mechanics that is particularly interesting. Changing weapons while in combat lets you keep the combat version of the Buff. This means that even if you upgrade to something other than this staff (Say, in 4.3 or even the next expansion), you can still keep your Fire Cat form. All you have to do is enter combat with the Flamescythe equipped, then switch to your better weapon (at the cost of 1 GCD), and you'll keep the Fire Cat buff for the duration of the encounter.

Is it possible that different races get different druid of the flame looks? I saw a troll twice and they looked the same, orange with yellow manes but I saw a tauren today and his manes were green Oo

it makes me sad that because this is on a weapon\item it essentially dies after the raid tier is over =(

while granted I've made a macro for it so that I can get the buff when going into combat because it is a simple weapon swap it is still annoying to have to macro it because it is better than the old cat models that wont change any other way

I was in a random dungeon group with a top end Heroic raider last night (patch 5.3) and he had this form. It was so cool that I had to find out where the effect was coming from.

Now I'm just annoyed - he managed to pull off almost three times my DPS using a staff from THREE TIERS AGO!

There go my illusions of grandeur :(

Ok well now its Patch 5.4 and is there a way to activate this buff and keep it with the current tier staff active? I have tried transmog & just activating the staff effect & switching staves & that didn't work either... Anything that could help would be greatly appreciated.

There are currently about three ways to obtain this buff.

范達爾的烈焰鐮刀
Fandral's Flamescythe is a level 85 staff dropped by 管理者鹿盔, the sixth boss in 火源之界. It has an 11% drop chance and will turn you into a Druid of the Flame when in combat - only if you're in cat form, however. The buff will be removed if you have left combat, died, or manually removed the buff. Changing forms and weapons during combat will not remove the buff, so you should be able to start combat with the scythe equipped, and then switch back to your normal weapons after entering combat while still retaining the fire effect. It has a 2 hour cooldown, so there's a long wait time if you mess it up.

范達爾的種子袋
This is a toy that functions just like the 燃燒之種. Unlike the seeds however, this toy has an unlimited amount of charges, and therefore allows you to be a molten cat whenever you feel like it. It has a cooldown of 10 minutes, drops from 管理者鹿盔 in 火源之界, and can only be looted and activated by druids.

燃燒之種
Burning Seed basically does the same thing as the pouch toy except it's more limited. The seeds appear on the ground in the portal area right after you've crossed the bridge to 管理者鹿盔 in 火源之界, but look carefully as they're pretty small. Contrary to the pouch toy, you can only carry 5 seeds at once, and the buff lasts for no more than 10 minutes. The seeds are Bind On Account, so it is possible to farm them on multiple characters and mail them to your druid. To avoid having to kill all the bosses up to 管理者鹿盔 every week, you can extend your raid lockout and just walk right up to grab the seeds.

Update (October 6, 2020)
As of Shadowlands, druid forms will be independent of your skin color and artifacts, giving druids much more freedom to change the appearance of their forms at the barber shop. This means that if you have unlocked the appearance of 范達爾的烈焰鐮刀 for transmog, you will be able to select the flame cat appearance permanently at the barber shop. You will be able to do the same thing with your Legion artifact weapon appearances.

I was so lucky with my druid, got toy 范達爾的種子袋 and 范達爾的烈焰鐮刀 staff in my second run on Heroic. Harm, staff have 2h cooldown :/
