Assuming your even thinking about lvling all of inscription just to get this, then you would already be a Hardcore raider trying to squeeze out those extra few damage points on the very best equipment possible, and thus you would also be super rich.

It would take a major Patch or Expansion for better gear to come out and by that time you would have already amounted enough money to level up all the way again.

Even though that may be true, I still doubt you can abuse the system like this.
Maybe you can, because it's a huge money sink and it can't hurt the economy. (Ok, maybe a little)

One more thing to point out is "Enchant Item Permanent"
This might work just like enchanting where you can enchant something, and drop the Profession yet still have the + stats

Actually, I applied this inscription to Tattered Dreadmist Mantle this very morning. Perhaps this was a change made since the last patch.

As of 4.0, this enchant now gives 60 intellect and 15 spirit. This is a significant change because the DPS version did not change into intellect. It remains 70 spellpower and 15 crit. This change means that the healing version is better for a lot of specs when fully buffed. My resto shaman had these stats:

Storm
Sp: 3628
Regen: 658
Crit: 33%

Crag
Sp: 3624
Regen: 668
Crit: 33.07

-4 SP
+10 MP5
+0.07% crit

The 4 spellpower is negligible, and you get a tiny bit more crit and slightly more regen (as well as hit rating for some specs because of the spirit -> hit conversion. The difference is even higher for some classes (such as priests) who get extra intellect through stats.

*Note: This only stands for the inscription version of this enchant because the +15 crit rating remains static. The +15 crit doesn't get outweighed by the crit from int when there is only 21 int, as on the sons of hodir enchant. You also gain less spellpower from buffs because the int amount is smaller, leaving a larger gap between the SP amounts on the DPS and healing enchants.

TLDR: If you are a scribe, this enchant is now probably better for you than the DPS version. If you are using the Sons of Hodir enchant, the DPS version is still better.
