Quite wrong,

the level of 35 is based on BOE gear with same status not the item class level, as parachute has a lifesaving skill and is already required lvl 20 for the engineering(blizzard calculates max lvl be4 changing to next pahse of skill) so they say its 35+, if u look up random dropping capes with 8 agility u find that a lvl 33 cape can have 8 or 9 agility, making this item with its life saving abilyity (+5 levels) around lvl 38

thats the reason the gear u gain from STV quests(yellow at lvl 36) can be enchanted by these spells while the quests become available at lvl 28, that way a lvl 29 rogue can have serveral lvl 35+ enchants on quest and not lvlrequiring items(engineers items) while the STV items are scaled lower on item level for example the glove from tiger mastery are gained from the lvl 28 quest, give 8 agi 7 str if i recall right,(item lvl 37) while theyr little supurior lvl 29 blue counterpart (8 over 8) is calculated at lvl 34, even tho a lvl 34 item cant have the encants a items equal 2 a lvl 33 green and lower then a 29 blue can have them, for the state of the 15 agi enchant its better 2 use the basicly lower stated tiger gloves then the blue gloves since it can take a higher enchant on it(not sure it makes a difrence on gloves tho)
