Only cloak enchant for casters to augment their offensive actions. Period.

Cloak enchants tend to be +armor, + agility or some sort of resistance. This is the only offensive enchant on the cloak - excluding agility. If you're a clothie caster, get this. If you're not a clothie caster, consider +120 armor if you think you'll be getting beat on a lot in PvE or PvP. Otherwise, get this.

Spell penetration cannot reduce resistances below zero. Calling this "the best caster cloak enchant" is extremely broad and, in most cases, inaccurate. Saying "this is an excellent cloak enchant for offensive casters in PvP" would be more accurate. This enchant serves very little PvE purpose for casters not relying on nature damage as warlock curses should be applied to reduce relevant resistances and is best replaced by Subtlety there; for obvious reasons it is mediocre for healers.

This is very good for Resto Druids in arena since many people have +7 Resist and other druids on their teams. A cyclone resist can change the game in the other teams favor most of the time. I would prefer this over any other enchant as a Resto Druid in arena.

Supposing your mitigation were high enough to meet your desires (tanking heroics in my case). Would this be an appropriate paladin tank enchant?

I wouldn't use Spell Pen as a Tankadin, personally. You're far better off with 12 dodge or 120 armor.

This is a good enchant for Elemental shamans, because they use Nature based spells, and somehow "Curse of elements" only works for fire and frost schools :|

So anyways, if you're elemental shaman, you should get it.

Prior to patch 5.0.4 this used to provide 20 Spell Penetration and was named . Due to Blizzard removing spell resistances from the game this was changed to provide PvP Power. Note that currently the tooltip still gives information about the old enchant, however the effect was changed to provide 16 PvP Power. Look at the actual effect of it under spell details listed above.

Similarly the Wrath and Cata Spell Penetration enchants have been changed.

In case anyone else is frantically Googling this, Enchant Cloak - PvP Power--at least the one bought from the Consortium Quartermaster in southwestern Nagrand--might not work for your character. At the moment (as of 5.1), I'm a Blood Elf Mage with over 325 in Enchanting and friendly reputation with the Consortium, and despite meeting these demands for learning the formula, the game will display the green "learning" bar only to terminate at the very end and display something about the ability not being available in red text. If this is happening to you, you are not alone--customer service informed me that they have reports of this from a number of players and that it's being looked in to. I hope this assuages some frustration, since I couldn't find any results on this anywhere.

Edit (3/12/2013)--

As of patch 5.2, I was able to use the item and finally learn this enchantment. The issue seems to be gone!
