The sad truth of dual-wielding is that it does amazing damage.
Why is it sad? Because it makes two-handers obsolete!
When properly specced (

at 70), a shaman is already receiving +9% hit. With just 10% from gear - which is not difficult to obtain - you're back up to a base 95% miss rate. That means each point of attack power you have is weighted at 1.5 times its value! (100% for your main hand, 50% for your off hand.)
It blows two-handers out of the water for PvE, which is unfortunate. I can't even suggest that two-handers are better for PvP, since if you have two 2.6+ speed weapons, your Stormstrikes (total) will be even larger than those performed with a two-hander.
The only reason not to dual wield would be if you do not possess two weapons worth using.

Wonderful talent for enhance shamans, having a lot of fun using this atm with a 0/51/0 spec. With the + hit talents and just a few pieces of + hit gear you really dont miss alot.
Beats out a two hander for both pve and pvp

I disagree about D@ being better for PvP. Dual Wield is more stable dps and definitely better than a 2h for pve, but it lacks the huge burst you would get out of a 2h in pvp especially agaisnt casters. With a slow 2h with a big top-end you were able to one shot a clothie, but with Dual Wield (although) it is more dps) it lacks the huge burst to 1 shot casters before they would snare you. Also with Dual Wield you lack several points in other trees such as healing focus to survive more, it is also a very gear intensive spec to be effective (shamanistic rage).

I think you need to carry around both a 2h and 2 weapons for dw, cause theyre both better in different scenarios. I like to use my 2h vs clothies, cause you can usually kill them in one or two attack rounds (counting shocks). For warr's and palies, i like to switch to DW, so you can have that constant dps output, instead of the front load.

Weapon buffs on dual wield are interesting. Did you know that Flame tongue speed:dmg ratio is affected by the slowest of the two weapons you have buffed?
ie.
Main hand weapon speed = 2.8
Off hand weapon speed = 1.5 (dagger)
Buff the dagger with flame tongue and the Main hand with whatever you like.
The dagger will procc with dmg like you were using the slower weapon, but retain it's 1.5 speed. This will increase your overall dps quite a bit.

With the newest patch out, any warrior can switch over to DW easily. Besides the necesary stats you can just pick up the two grand marshal blades easily. A good week of pvp and you will have enough for two weapons around 57 dps each.

Obvioslythe shaman who got this is enhancement spec'd if they duel weild. Duel weilding is the best PvP strategy, Because you can can tons of damage really quick. (Matters if you use the fire spell of yours or frost spell.) Also it does more DPS then a 2h wepon.

Rogues, Warriors and Hunters are the only classes that could initially dual wield. However, with the release of patch 2.0.1 Shamans are able to dual wield through a lvl 40 Enhancement talent.
Miss Chance:
With ordinary auto-attack ("white damage") weapon strikes, Dual Wielding adds an additional 19% to the attacker's miss rate. This penalty applies both to auto-attack strikes with the off-hand weapon and to auto-attack strikes with the main hand weapon. Since the base miss rate of all characters is 5%, dual-wielding will increase your miss rate to 24%(19%+5%).
(This applies when the target's Defense skill equals the attacker's weapon skill. For each point the target's Defense skill exceeds the attacker's weapon skill, the miss chance increases by 0.04%. For each point the attacker's Weapon skill exceeds the target's Defense skill, the miss chance decreases by 0.04%. See Formulas:Weapon Skill.)
Important note: Prior to version 1.8, dual wield's miss chance had a hard cap of 19%, meaning that all dual-wield auto-attacks had a minimum 19% miss chance regardless of how much +hit% gear was equipped. In version 1.8, this hard cap was removed. The exact wording of the 1.8 patch note was:
"Items which provide +hit chance will now be allowed to counteract the increased miss chance penalty of dual-wielding."
Take a rogue for example vs. a 63 monster, he has 5%+(0.04%*15)= 5.6% base miss chance (assuming he has 300 weapon skill and the monster has no special internal Defense skill bonuses), plus 19% dual wield miss chance, leaving us with a total miss chance of 24.6%.
Note that the +19% miss chance for dual-wielding only applies to ordinary auto-attack melee attacks. It does not apply to any special attack powers that cost rage, energy, or mana -- neither instant attacks such as Sinister Strike, nor on next swing attacks such as Heroic Strike, incur the dual wield miss penalty. So, with 6% +hit from gear/talents a dual-wielder will never miss with an instant attack (although the attack can still be dodged, parried, or blocked -- see the Attack table article). However, a dual-wielder would need 25% +hit if he wants to remove the miss chance for auto-attack/white damage totally.
Damage:
Auto-attack strikes made by the weapon in the off hand inflict only 50% of their damage.
Note: The Rogue's dual-wield talent increases the off-hand weapon's damage from 50% up to 75%.
Note: The Warrior's dual-wield talent increases the off-hand weapon's damage from 50% up to 62.5%.
Chance On Hit proc rate;
Some weapons have special abilities that will go off (or "proc") on some hits. These abilities are preceded in the weapon's description by the words "Chance on hit:".
The chance for one of these abilities to go off on a successful auto-attack strike are independent of whether the weapon is being wielded in the main hand or wielded in the off hand. However, these abilities also have the same per-strike chance to go off when making an instant attack (such as Sinister Strike, Mongoose Bite, Overpower, etc.). Instant attacks are always assumed to be made with the weapon in the main hand only. This means that over the course of a normal fight in which several instant attacks are used, a given weapon's chance-on-hit ability will go off more often if the weapon is wielded in the main hand than if it is being wielded in the off hand. The exception to this is the shaman Stormstrike ability and the rogue Mutilate abilty, in which both abilities give an extra instant attack with both wielded weapons.

when combined? Out of curiosity; Has anyone tried putting points to both? Did it made any radical difference? My reason is because a shield is an offhand weapon too when used to hit back enemies so putting points on Dual wield spec might make sense. Will it?

If I can advise you something, if you have 2 weapons to choose from, than take the stronger weapon in the main hand (the one with the higher damage, not DPS) because every skill and spell will watch the main hand damage, and not both weapons. The Off-hand weapon should be fast, just to give (for Warriors) a constant amount of rage.

Interestingly back in the BC I saw a lot of shamans in Grommash Hold as I was always going back there for my pally training (in thrall's room).
Although, a lot of the time the shamans were dual wielding, I thought nothing of it, enhancement shamans are training.
But most of them were level 70, and when inspected were in fact resto!
Does' anyone know if it is in fact possible to spec enhancement, pick up 2 healer weapons (or caster dps if you wanted to do this for an elemental shaman) and then respec back to resto (or elemental, see before) while keeping the 2 weapons equipped?
And if it is possible, is it even worthwhile to do this?
As in would a second healer weapon be better than a healer shield?

Unspecing enhancement with an offhand on will show the weapon as broken - you will not got any of the stats on it, including earthliving/flametongue weapon.
As for speccing resto or elemental with dual wield, it's still a possibility, but the loss of proper talents is most likely not worth it.
There are no 'one hand' or 'off hand' weapons with spell power on them, besides random enchanted greens.

Im panda monk., level 21.. and when I eqip 2x 1H and then 1x 2 H (little more dps) difference at abilities are weird. some get better dmg when 2H, but some with 2x 1H.. Mostly low range dmg is better, but high range dmg is worst..
like with 2x 1H - 150 - 180, 1x 2H - 160 - 170
(lol or vice versa.. I dont know now exactly.)
