I managed to get this to work by realm hopping until the rocks are clickable which took about 10 attempts.

If they are clickable and it still doesn't work, you've most likely hopped using a raid so quests won't work. Wait until the raid empties out and you become the group leader, convert your group to a party and then it will work.

Realm hopped and find a one with all rocks working. Quest is done at 4th rock.

This quest takes place inside of a cave. Entrance is located for those that have TomTom 49.08, 47.33. If you don't have TomTom just drop north of the bridge that leads to Black Rock Hold and look behind you. You can't miss it.

I had to click four or five piles of rocks until one spawned the clickable loot

It works like a charm, I-ve looted it from the middle rock. In the chest you will find a key that grants you access to some kind of secret room of the Black Rook

To turn it in - Go back further in the same cave with the piles of rocks behind two rocks at 49.40, 49.21 near the fish skeleton. There is a small chest with the yellow question mark. Hope that helps someone else.

Also I found Tehd & Marius' Excellent Adventure outside the cave.

I completed and received 黑羽貯藏箱.
Unlike most posts it contained: 精雕細琢的鑰匙 and 黑羽莊園文件

what happened to 卡林達斯的鑰匙 ?

Even though this quest is marked in Wowhead as criteria of This Side Up achievement, it seems that it doesn't actually count towards that achievement... Even if it given as weekly quest by that same quest-giver.. :(
