Spooky Pepe will arrive in your garrison during Hallow's End. He will be perched atop a tombstone in the Level 3 garrison's graveyard. Clicking on him will buff you with 皮皮, plopping a Scarecrow Pepe onto you head, and you will get the 可怕的朋友 achievement and 小稻草人裝束.

Found Him on Horde Side. Go towards fishing shack pass the garden go up to the right and he is on the head stone on the right. You will pass food cooking in lava and a table with NPCs eating. right before the stone with the AXE engraved on it.
