You can reach her in the new Legion Dalaran, pre-flying, via your 秘法系別 - 奧義, but maybe only a very special circumstance. The toy teleports you to Archmage Vargoth's Retreat.

After doing 大法師瓦戈斯居所 on my mage, I noticed that 卡特‧向日葵 was on a nearby balcony when I exited the room. So I flew over there with my 哥布林滑翔裝置 , and could walk around The Purple Parlor. It wasn't particularly interesting, other than the view. That and the fact that it is in theory inaccessible, since they took out the portal to it that used to be in the base floor of the Violet Citadel.

A non-mage friend then tried the toy and also ported to Archmage Vargoth's retreat, but she reported being unable to leave. The door was unusable.
