This pet is available via the battle pet trainer (currently any battle pet trainer can be used, but previously each pet was only available to the specific battle pet trainer for your race) depending on your race. Once learned, it will be available to all characters on your account, the races/pets acquired are as follows:

Pandaren have access to a 小翠玉鶴 regardless of faction chosen, this pet is currently not available through any other means. Most of the other pets listed are available via vendors, i've marked the ones that are not.

Horde:

Undead - 幽暗城蟑螂
Tauren - 棕色草原土撥鼠
Blood Elf - 金色小龍鷹
Goblin - 灘行蟹 (only on pet trainer)
Orc - 黑色王蛇
Troll - 黑色王蛇 (same as orc)

Alliance:

Human - 橘色虎斑貓
Draenei - 藍蛾
Night Elf - 棕色貓頭鷹
Worgen - 吉爾尼斯烏鴉 (only on pet trainer)
Dwarf - 白腳兔
Gnome - 白腳兔 (same as dwarf)
