Since it is not obvious where she is... Teng of the Flying Daggers is one of the quartermasters for the 影潘之襲. She is in the centre of the island, under the waterfall. Next to the stairs leading up to the (currently) locked area.

As TegoZanduba correctly points out 璈湃 is also a quartermaster.

Note that the 影潘之襲大表揚令 is not actually available to players, there will be no Commendation for the Shado-Pan Assault.

You might be here looking for Ao Pye <Shado-Pan Offensive Quartermaster> who is located back at the Niuazo Temple (38, 64).

This npc seems very squishy.
I have witnessed her dying to NPCs due to her low health.
~~I am right now waiting for her to respawn. :-(~~
Respawn seems to be between 10-15 minutes.

She vendors ilv 522 Necklaces for 1250 VP - with no reputation requirement (There is, but the requirement is Neutral, so virtually none).

Be sure not to buy the older VP necklaces unless you really have to with their discounted VP for some reason.

It's a great upgrade to catch up to the current LFR.

Actually, this Exalted shoulder 522 piece handles some bad side with it.

Due to it's sell price of 250g, if you want to transmogrify these shoulders.... yes, you have to pay 250g for transmogrification of a single piece of armor.

This NPC is a member of the original 影潘, and can charge anywhere from 700-900g for the Exalted shoulders (with guild discount) based on your standing with them.

璈湃 at Niuzao Temple is not a member of any faction and will always charge 900g.

As far as I can tell, currently the only vendor with valor point gear (the 'valor' quartermaster now sells justice point gear instead) and you have to rep gain with the Shado-Pan Assault to be able to even purchase most of them.

And yet almost everything awards Valor points- dalies, dungeons, raids. BUT THERE'S ALMOST NOTHING TO DO WITH IT

The gear she sells, is it both pvp and pve? Sometimes, someone who is not so familiar with the stats of pve and pvp gets confused and cannot tell.
