All the mobs required for this are marked by the "Arathi Captive" lure. Look for the green arathi captive to help and there is a mob there. effectively they are luring you in to get you.

In Hallowfall, right click on the Arathi Captives and the Murkfin Depthstalker will spawn. These are what drop the Murkfin Lure.
