This spreadsheet (EU) has the times in Central European Time for when this rare will spawn.
This spreadsheet (NA) has the times in Eastern Time for when this rare will spawn.
This WeakAura (EU/NA) provides a countdown to the next rare that will spawn, by default it has the coordinates and zone in the text message but can be disabled in the Custom Options tab.

The rare is on a 14 hour rotation with one rare in the rotation spawning every 30 minutes. (Except for after Eldoren where there's a 1 hour gap because Phenran is no longer part of the rotation.)

This rare kept vanishing and appearing, and vanishing ,and appearing, and I just gave up in the end... So sad :(

the spawn timer has been really desynced recently for all the thaldraszus rares.

When fighting him, kill the fire motes that spawn and move in towards him. If they get to him, he gets a stacking 10% damage buff for each one, and it refreshes the timer on the buff. After awhile it hurts.
