灼熱水泡 is one of 7 creations you can create using mixing pool in Maldraxxus, coordiantes are 58.50 74.15.
To create a mob you need to gather different ingredients from the mobs around (mostly south).
There is a world quest 大量混合 may be, but mixing pool can be used without it.
There are 3 different ingredients you can gather:

黏性油 - drops from 燃燒萃取物 and 凝漿巨人
易混滲液 - drops from 染病的遺骸 and 傳染巨怪
惡臭黏液 - drops from 巨型黏液 and 驚人活化體

For killing all 7 creations you'll earn 調和大師. You only need to kill them, not summon.
Ingredients are not personal loot, they drop on the ground like a slime so anyone can interact to it it and bring to the pool.
Ingredients also can be looted multiple times and persons so the best way to mix all the creatures - find a group.

It is one of 7 rares related to the 混雜怪物之池 in House of Plagues, south of the Maldraxxus Plague Watch windrider.

How to summon:

Mobs in the area drop glowing objects on the ground after death.
It is not personal loot, everyone can interact with the object.

黏性油 drops from 燃燒萃取物 & 凝漿巨人 (Red slime mobs south of the Pool)
惡臭黏液 drops from 巨型黏液 & 驚人活化體 (Blue slime giants south of the Pool)
易混滲液 drops from 染病的遺骸 & 傳染巨怪 (Yellow slime giants north of the Pool)
Your objective is to pick up the item and bring it to the pool.

After you bring 30 items to the Pool, it spawns a rare
If you manage to bring the correct combination of ingredients it should summon 1 out of 7 rares for 調和大師 achievement.
The main problem is that's it's group event and everyone can participate and ruin your setup.

Hints:

Pull mobs as close as you can to the 混雜怪物之池 before killing them,
This will reduce the amount of time you have to spend substantially

Most speed buffs work, you can even use mounts and they should speed you up a little bit
If you don't see the items on the ground after kills, complete the questchain in the area

The yellow mobs who drop yellow / Miscible Ooze (ID: 306713) can be kited as long as you keep tagging the mob every few seconds (~5 to be safe) all the way to the turn in location such that you can get all 10-15 that you need in seconds and from just one mob kill. The 2 mobs are:

Diseased Remnant (ID: 167923)
Infectious Monstrosity (ID: 167948)

I didn't see any comments mentioning the above information this so I figured I'd share (and put this sentence last).

*NOTE* The mobs which drop red / Viscous Oil and blue / Mephitic Goo cannot be kited as mentioned above as they will lease / de-aggro and run back to where they were initially tagged.
That being said, they can be pulled closer, and also Death-Gripped (Death Knight ability) and similar. E.g. bring a big blue one close but not quite to its leash point, then wait for it to get to ~1-3% HP and then cast Death Grip while mashing a damaging ability to hopefully kill it before it Evades.

If you are below lvl 51 don't bother trying to summon this guy, he does not scale down so you wont be able to loot him even if you can kill him.
