Kelpwillow can be activated by using a Prismatic Crystal on a Muck Slug and bringing the slug to him.

He is located south of Newhome, directly next to Thoras'tal Spire standing in front of a waterfall in his unactivated state.

There is also a Prismatic Crystal spawn directly behind him should you require one to activate him.

海藻柳 rare is located south of New Home.
He is untargetable and doesn't move.
To activate this rare you have to use a 稜彩水晶 on a 淤泥蛞蝓 and make your way to this rare by mount or foot.
If you take a flight path, your 淤泥蛞蝓 will despawn. You must walk or ride a ground mount.
If you enter combat on your way, pay attention to your critter as it may bug out and start moving at slower pace.

Upon delivery this item grants:
350 reputation with 潮刃安寇恩
100 reputation with 先知歐里
100 reputation with 獵手阿卡納

The 淤泥蛞蝓 is tiny, not clearly visible, and has no name tag. The only way I could find one was to make a /target Muck Slug macro and spam it while covering an area where it's known to spawn.

You can have a priest Leap of Faith the Muck Slug to speed up the process. It's also funny to watch and I recommend doing it at least once just for the laugh.

Don't be like me and try to get around not using the prismatic crystal to pull your slug, it appears you have to. I tried using the panflute of panderia to get the muck slug to follow me but nothing happened upon reaching Kelpwillow. I also tried the hypnosis goggles and they too do not work, so you are left to farm the crystals which luckily are pretty easy to come by. That is great news if you are trying to get the corrupted slime pets which requires you to have 4 crystals every day for 5 days.

This one is a tricky to locate. First, you need to obtain 稜彩水晶.
Then find a 淤泥蛞蝓 somewhere near the rare. Use /tar Muck Slug command.
Keep in mind you need a critter not battle pet. Use 稜彩水晶 on Slug to charm it.
Make your way straight to 海藻柳. It will awake when the slug comes close.
Use ground mount / legs, no flight. Also if you getting hit by mobs, the slug gets slow, not sure if bug.

You can use your flying mounts to get to Kelpwillow after you get the muck slug. Super easy!

I did the stupid thing of not checking how much health this guy had before starting the fight - luckily there was a druid tank nearby who joined in, and after a reasonably lengthy fight, we got the kill. Health was slightly higher than reported here (5844k), but with interrupts and dispels to stop/get rid of healing buff, you should be fine.
I found a 淤泥蛞蝓 along the path outside Newhome (as Alliance, I was still far enough away not to get targeted by NPC's) - made a macro to '/tar Muck Slug' to make it easier. Used a ground mount and ran back to Kelpwillow - ran right up with slug in tow, movement started and fight began.
Of note, this kill counts as part of 懸賞：更多珊瑚古樹.

Has anyone noticed there are some dead 淤泥蛞蝓 around him?
I think they were just placed there as a hint.

But here is my idea:
What if you summon 未誕生的華爾琪 as your pet, which sometime casts Unborn Ressurection on dead critters?
Has anyone tested this yet?

While waiting for my valkyr to rezz a critter, I found a group that already summoned him.
So I did not wait any longer.

1. Obtain a Prismatic Crystal (found near waterfalls) this let's you charm a critter for one hour.
2. Find a muck slug and charm it with the crystal.
3. Do not fly, you will lose the charmed muck slug.
4. Go in the area of the Kelpwillow (50.05 69.91) with your charmed muck slug. this "wakes" the Kelpwillow.
5. Make sure and interrupt his "Coral Regrowth" - or your fight will be a long one. He has a healthy regrowth if you don't interrupt.

Incredibly tough to solo as a disc priest...heh... served him the slug and got him down to 75%.

Tried different approach...
Broadcast as Allied in the chat... and then served him the slug.
And waited....
As he is pretty close to the Horde camp I counted on them to show up and sure enough... Horde to the rescue.
Easy win.

Wanted to add two things to this guy. One, Priests can use Dispel Magic on the heal over time he casts. I just did this fight on my Shadow Priest and it was a leisurely walk through the park. Still had a big pile of HPs to burn through, but at level 60, he couldn't hurt me anyway.

Two, the Muck Slug cannot be a tamable Battle Pet. If you find one that is, you can just kill it and wait for it to respawn and it can respawn as a regular critter.

To obtain a Prismatic Crystal, you'll need to have done all the quests up to unlocking your buddy and the blue daily quests. Then you need to find a purple shard which will have the quest 'A Curious Discovery'. You'll get 1 crystal as a reward from the quest and the crystals will show up from then on. After that, you can follow the other comments and get the rare.
