So if you're like me and are doing your Tier 0.5 long a$$ quest, went to this dude and he didn't have any quests to get the Signet of Beckoning: Fire for Three Kings of Flame from the Decoded True Believer Clippings when you turn in Encrypted Twilight Text to summon Cynders directly and not have to spend days farming sets to randomly get bad luck boss spawns then you have to do THIS quest first and finish it for him to give you the repeatable quest Still Believing where you turn in all your Encrypted Twilight Texts. 12 hours later I believe you will receive Decoded True Believer Clippings in the mail and the Clippings MIGHT have a small chance (actually 4%) to drop Scroll: Create Signet of Beckoning make sure its a scroll to make the Fire one, if you don't, its either A) farming the Twilight Trappings until your fingers explode from spamming your AoE and hope to god you get Cynders when you summon him and he doesn't delete your shoulders since they have the $%^&tiest drop rate, or B) farm Encrypted Twilight Text until your fingers explode from spamming your AoE and hope you get the Scroll of Fire. It's actually the same amount of work, if your RNG sucks big ball$ you might wanna go with farming the Twilight Trappings. Completely up to you, I think if after I turned in 120 Encrypted Twilight Text I don't get the Fire one, I'm sticking to farming the Twilight Trappings.... sigh, i'm not quitting though, just 2 more pieces to go! You have to complete the quest chain starting with Vyral the Vile and The Twilight Mystery before he will talk to you.

I read through the comments and I have yet to find a clear explanation of how to do this step-by-step.

It all starts from 胡姆‧蠻鬃, do all quests from this NPC. Once you finish all the quests from 胡姆‧蠻鬃 then proceed to 地理學家拉克斯班, complete all the quests from her. Completing all the quests from 地理學家拉克斯班 will lead you to 隱士奧泰爾. Complete all the quests from 隱士奧泰爾. After all of this you'll be able to hand in your 暮光加密文件 to 隱士奧泰爾 like you wanted.

Edit: If you're trying to go for rep (like I was), you need to go to Bor Wildmane (53 35) in the OLD Sithilus to get the rep for 10 text turn ins. DO NOT go to Hermit Ortell if you are trying to get rep!

If Ortell isn't too friendly with you, the very starter quest chain is Huum Wildmane and the quest Twilight Geolords at 53.25, 35.07 in Cenarion Hold.

Follow that quest chain until it ends, then go to Geologist Larksbane and pick up The Twilight Mystery at 53.56, 35.25 in Cenarion Hold.
