When approaching this rare I would constantly phase out, I had to stand on the spiky ridge between it and Foulshore Strip (the boat should be behind you) just close enough that it told me I was in Foulshore but still within hitting distance of the rare. Another player attacked it as normal but luckily I could still tag it without moving from that spot.

Seems that if the "By Water Be Purged" world quest is up, he phases. You can stand on the valley between the two rocky peaks right behind where he spawns and hit him at range, but he will disappear and you can't loot.
