Confirmed you can definitely kill the Matriarch AND collect the Hatchling pet, even if you have completed the world quest.

As of Patch 7.1 there are 4 new Falcosaur pets. Each of the pets is associated with a different world quest around the Broken Isles. These pets all provide a quest chain to obtain a different mount. These quest chains require a couple of weeks to complete as each subsequent quest becomes available from your summoned pet after the daily reset after completing the previous quest.

To get each pet, you must first kill the Matriarch in the world quest area, which will cause the NPC version of the pet to spawn. The next step is to go to the NPC and interact with it and feed it its favourite food. If you don't have the food, you won't obtain the pet. There are vendors selling the required foods at the closest flightpaths to each world quest for most of these so just remember to pick some up on your way there!

Important note on orphans: I've encountered issues with the orphans not spawning after killing the matriarch. This isn't affected by the matriarch's nest but it does seem to be affected by getting the last hit on the matriarch. If you can't see the orphan after killing the matriarch then you may need to wait for the respawn. To check if you have completed the requirements to see the orphan run the scripts below.

雪羽小龍隼 - 雪羽群襲！
This pet can be picked up from 雪羽龍隼孤兒 in Highmountain (/way Highmountain 32.5, 28.2) after killing the 雪羽族母 (/way Highmountain 35.1, 21.9). The food it wants is 煙燻領角鹿肉, which can be picked up from 馬里斯‧魔禍 (/way Highmountain 29.8, 40.0).
Summoning this pet offers you the quest 培育你的雪羽小龍隼 which starts the quest chain to obtain 雪羽狩獵者.
Subsequent quests: 人類的氣味 (Alliance) or 獸人的氣味 (Horde) > 狩獵訓練：北地猛鴞 > 高嶺的盟友 > 與雪羽團隊合作 > 致命獵物 > 狩獵訓練：刺尾海狸 > 不友善的陣營 > 跟雪羽小龍隼培養感情 > 狩獵訓練：泥殼海螺 > 團隊訓練：納拉薩斯 > 狩獵訓練：珊背招潮蟹 > 團隊訓練：厄索克 > 雪羽團隊大戰 > 雪羽家族團聚

嗜血小龍隼 - 嗜血群襲！
This pet can be picked up from 嗜血龍隼孤兒 in Azsuna (/way Azsuna 35.5, 7.5) after killing the 嗜血族母 (/way Azsuna 35.6, 5.7). The food it wants is 艾蘇納葡萄, which can be picked up from 娜莉絲‧曦愁 (/way Azsuna 47.2, 41.4) - this one is a long way from the quest area so try to plan ahead or you'll be running a long way to find food and will have to kill the matriarch again.
Summoning this pet offers you the quest 培育你的嗜血小龍隼 which starts the quest chain to obtain 血腥掠食者.

This pet can be picked up from 恐喙龍隼孤兒 in Stormheim (/way Stormheim 79.8, 69.6) - jump down from the rocks above to reach here - after killing 恐喙族母 (/way Stormheim 79, 76). The food it wants is 辛辣的維酷起司, which can be picked up from 管理員戴頓 (/way Stormheim 71.6, 60.6).
Summoning this pet offers you the quest 培育你的恐喙小龍隼 which starts the quest chain to obtain 豔麗恐喙.

銳爪小龍隼 - 銳爪群襲！
This pet can be picked up from 銳爪龍隼孤兒 in Val'Sharah (/way Val'Sharah 47.0, 10.5) after killing 銳爪族母 (/way Val'Sharah 48.0, 9.8). This world quest is somewhat awkward to get to but I recommend coming in from Highmountain (glider from a high point in the north-west or water walking around from the coast). The food it wants is 乾燥的畢爾莓, which can be picked up from 菲亞拉‧甜莓 in Dalaran (/way Dalaran 52.6, 34.4) - there are a variety of vendors in Highmountain who also sell the item should you choose to get to the world quest from there.
Summoning this pet offers you the quest 培育你的銳爪小龍隼 which starts the quest chain to obtain 翠綠銳爪.

As long as you have someone in your party that is currently ON the WQ (world quest), the matriarch will spawn for you. You'll be able to go to the pet at (/way Highmountain 32.5, 28.2) and feed him the Smoked Elderhorn.

I just did this - that is why I am posting this to show it works.
We completed the WQ before knowing about her not showing up for those who completed it, then found a party in the LFG tab and... well, I have an adorable pet!

I have killed this NPC over 10 times now, and firstly, I'd like to add the respawn timer is a bit annoying. Around 5 minutes or so, it seems. But I'm here because, despite killing her 10 times, I still have not gotten the orphaned hatchling to show up for me :( Is it a chance thing? If so, what's the rate? Or am I doing something wrong? The WQ was active, and I sat farming her for over an hour.

I needed to come back here and give a better description of where the Orphaned Snowfeather is found. The Snowfeather Matriarch is on one end of the beach, the Hatchling is literally on the other side.

@32, 28 you are no where near the Matriarch. So kill it and then walk to the south end of the beach spamming a macro to be safe

Ok guys, I just killed the Snowfeather Matriarch ! Here's the trick - the hatchling will NOT spawn on the Snowfeather Matriarch! So after you kill the npc you have to go 32.5/28.3 where the hatchling will wait for you. Also don't forget to bring Smoked Elderhorn for the little guy! Happy hunting! :)

As of 2/3/2021, killing the Snowfeather Matriarch started the quest for me. Did not work with the Sharptalon Matriarch, as she doesn't even seem to spawn. I'm not sure about the other 2 because the quest was up for those 2 when I went to do them.
