This NPC is one of the hidden infiltrators that you must track down and defeat for the level 110 quest 危機四伏. This quest rewards the amazing non-combat pet 神奇的智慧球.

This quest has you find and defeat the hidden infiltrators in Dalaran. Below is a list of these NPCs and where they can be found (listed in order of location, starting at the Legerdemain Lounge and going clockwise):

鐵拳老羅 - at the bar in the Legerdemain Lounge, ground floor (47, 38)
薩維希‧喚風者 - outside the Magical Menagerie, by the statue (58, 42)
無辜的吉姆 - at Krasus Landing, to the right against the wall as you step onto the landing (65, 46)
大力姊妹 - up the stairs, on the landing inside The Arsenal Absolute (55, 64)
哈尼斯‧行魚 - in the Eventide, by the Dalaran fountain (52, 67)
休曼 - inside the Dalaran Merchant's Bank, against the left wall (45, 77)
老派賴瑞 - underground, halfway down the stairs of the rear entrance to the Dalaran Underbelly (18, 58) - this entrance is at (35, 45) in Dalaran
莉安‧天鏡 - sitting to the left of the Antonidas Memorial as you face it (near the Bank of Dalaran) (45, 24)

Could this NPC be related to Mr. Smite at all?

It appears most of these characters that are disguised, are disguised as notable NPCs, with Sister Might being a clear gender swap of Mr. Smite.

You can also look at other NPCs such as Li-an Skymirror, and Innocent Jim carrying similar disguises of recognizable NPCs. Such as Helucar and Ai-Li Skymirror.
