This NPC can be found in the Dalaran Underbelly - in the most southeast room on the map.

She offer the quest 實驗性藥水：需要實驗體. It is essentially an "instant complete", and doesn't really require you to do anything; it rewards 150 盲目之眼s.

Given this her name, I am assuming the potion that Fizzi tests out on you is not all that good for your health...

If you've not gone down to the Underbelly in this version of Dalaran yet, be aware that there's a zone down there where any player can and probably will attack any other player, regardless of faction.

菲奇‧爆肝者 is in the Alchemist Lab 城底區 at 75.8, 83.2 (south-east on the map),
she offers you 實驗性藥水：需要實驗體 which will transform you into a
various creatures granting different Experimental Potion buffs for 20 minutes.
Buff persists through death and is working only in 城底區.
Quest reward is 150 盲目之眼.
You will be transformed into one of the following creatures:

Skrog
Transform you into a skrog when you are in a space that is large enough to contain one.
While transformed, your health and damage are tripled.

For casters receiving fatal damage will instead transform you into a withered.
For melee transformed into a nightborne. Haste increased by 10%.

You can use the 自然衝鋒 ability.

Be careful 城底區 is a PvP zone. When you enter Underbelly you get 下水道守衛 or 沒有守衛 debuff.

下水道守衛 means the guards are on their posts and no PvP is allowed.
沒有守衛 means there is no guards and Underbelly becomes free for all PvP zone.
During that time you can farm Sightless Eyes by killing other players.
You get from 15 to 50 盲目之眼 for each kill.
Guard Captain 萊森 is the one controlling the guards.
You can bribe him to call off guards or call them back for 50 盲目之眼.
You can hire personal guard 雇用守衛 if guards are not on their posts for 5 gold and you'll not be flagged for PvP,
so do it if you want to avoid ganking.

For some reason when I go down to the Underbelly everything is phased out. The only thing I can think is that I have not completed the quest for my other two Warlock weapons, but I don't have any plans of trying to get these. Am I forced to do these just to see this NPC?

She can be a little tricky to find. If you go down the sewer at the entrance at 59.5, 47,7, then take a left when you come down and continue left. There is a wall and you can go past that and then you can easily find her. That wall confused me for a bit.

Is there some prerequisites to get her quest? She's doesn't have any quest for me on any of my lvl110 chars (they all have all artifact weapons).

I would love to know what forces this quest to reset. Relogging, zoning and a few other things don't seem to help yet some days I see it once, today I've seen it a good 5 times.

You can purchase 6 portal keys from 克瑚塔 in the Dalaran Sewer for 100 盲目之眼 each. Once you use/learn the keys to create a type of portal network, you can use the portal in each area to port to another portal you have learned. You will need to have used/learned at least 2 portal keys for a portal to appear for you to use. i.e. You can use 傳送門之鑰：鍊金師的巢穴 and 傳送門之鑰：下水道衛站 to open a port from Fizzi's room to the guard station. Once the portals are open, they are always available to use on the character who opened them. You would need to purchase additional keys on your other characters to open the portals for them too.

I had been wondering about this as I had been going to Fizzi's for 實驗性藥水：需要實驗體 and was seeing other players run straight into the wall and disappear... I finally asked someone who mentioned there was a way to unlock portals. Hope this is helpful!

The keys will open a portal in the Dalaran Sewers/Underbelly which you can use to port yourself to another opened portal.

Patch 8.1 Hotfixes - December 14, 2018
Players are now able to purchase Elixir of Tongues from Lizzi Liverzapper. Using and applying the potion will allow players to be able to understand the opposite faction.
