郭墾的黃金長褲 drops from the Pandaria Rare Elite known as 郭墾.
郭墾 is of the Yaungol race, an ancient race found in Pandaria, and closely resembles in visual aspects, that of the Tauren.

郭墾 can be found siting in his boat, peacefully fishing, in Krasarang Wilds, on the continent of Pandaria.
The exact coordinates are 39.6, 29.0.

Please note that 郭墾的黃金長褲 is this elite's rarest drop, so it may take a few kills. Normally also drops 一小包物品 and item level 420 head gear.

郭墾的黃金長褲 does not count towards an achievement as a rare item, but killing 郭墾 does count towards 光榮無比！. However 郭墾的黃金長褲 does fetch a good price on the AH market, especially when combined with 影皮護腿片 before posting on AH.

Just bought these off the AH for 250g and disenchanted them, oddly enough I got 3 sha crystals compared to the normal 1-2 I typically get. I do have the wowhead addon however I have not figured out how to use it so I find it unlikely that it uploaded my find (or if it even uploads this data).
