This empty container, along with all the others like it, are used to create a Bundle of Groceries. These require only the listed contents to create (usually 20 of the item listed). The bundle can be turned in to Nam Ironpaw for an Ironpaw Token. This essentially gives you the ability to farm mats for cooking tokens. The bundles can be created repeatedly with no daily limit to my knowledge.

You have to complete the series of cooking quests in Halfhill including Preserving Freshness in order to have the option of turning these into Nam. You do not have to be level 90 to do this.

This container is obtainable from 商人老程. Since a recent hotfix it is no longer unique which means you can buy and carry more than one of these containers at a time.

You use this container and the amount of cooking ingredients indicated in its tooltip to make a 食材包 which is required to complete 補給食材室 which becomes available after you have completed 保住新鮮 which in turn becomes available after you have completed 釀酒之道, 燒烤之道, 烘烤之道, 燉煮之道, 蒸煮之道, 快炒之道 and 快炒之道. On a side note all these "Way of the …" quests require 530 cooking skill to which you will get by making 5 蜜桃切片 for 所以你想當個廚師....

Here's a short overview of the ingredients used by containers like this one:
60 金鯉魚
20 of any other type of fish or meat, except 棘魚 and 虎鉗蟹肉.
100 of any vegetable that grows on your farm.

Wowhead lists 42 different types of 食材包 but only 24 of those are available in the live version. All the containers requiring ingredients sold by vendors are currently unavailable in the live version. Also the containers requiring 棘魚 or 虎鉗蟹肉 are unavailable.

Note to consider:
If you are looking to turn in any stack of cooking ingredients to obtain an Ironpaw Token to buy other cooking ingredients then please consider trading with other players first. Most players will happily trade a fish for a piece of meat one an one to one basis while the NPC's exchange rate is far worse.
