This item is "transmogable", while the honor purchased one ( 總元帥護杖 ) is not. This limitation was created so only characters with a classic pvp feat of strength could wear this gear in transmog form because the original gear is available for purchase with honor points to everyone. The transmog-able gear can be bought in Area 52 from, 大索克‧曲矩.

I have confirmed that you do not need the feat of strength, "High Warlord" or "Grand Marshal" to get this weapon.

edit: apparently you only need "Legionnaire/Knight-Captain or higher under the old PvP system", quoted from a blue post on blizzard's forum (http://us.battle.net/wow/en/forum/topic/3657275742?page=9#178).

UPDATE: The FoS to get these items was not made account wide with patch 5.0. :(
