might have a purpose in pvp to prevent option b though, but i do much more pve than pvp so i cant really talk there
I beleive this glyph to be somewhat useless in 2v2 Arena specifically.
The three outcomes from hexing a player in arena are
a) They trinket out/ get dispelled (assuming it didnt resist or miss)
b) they run out of line of sight preventing u attacking them (assuming they arent also sttuned or feared whilst hexed)
c) They attempt to run away and you manage to deal out some damage to them whilst they are hexed generally breaking the hex but dealing around 3k - 5k+ damage to them in the process.
It is my personal experience in rated 2v2 arena that option a is most likely to occur. I would give it a 50% likelyhood whenever casting hex.
b and c i would probably give around 30% to b and 20% to c depending on the reaction times of the hexed player and the obstacles nearby with which to line of sight
this glyph is useful in pvp only assuming you get option C more often than option b and option A and it is my personal experience that you would not notice the increase in damage on the times u did manage to deal damage to a hexed target as a whole number of factors can break the hex besides damage (such as the ones discussed above like dispell and trinket)
I would consider yourself lucky if you were able to deal any damage to a hexed target without the hex breaking and if you are putting any amount of faith in always being able to deal damage to hexed targets i would say you are putting too much faith into the hex spell overall
Its not like Polymorph they CAN move whilst hexed meaning they ARE very likely to line of sight u where possible meaning they take no damage.
All in all this glyph looks to be a PvE glyph where the target is an NPC not likely to move and considering Hex is mainly used for CC and not to kill a target before they kill you i would only rate this glyph useful for situations of large aoe.
Having said that it would probably be useful if you had large aoe situations in a 5v5 arena but specifically looking at 2v2 arena i would say its somewhat of a useless glyph and a wasted spot.
