In Vanilla, this staff was one of the very few items (in fact the only one I can recall right now) that could have a suffix called "of Proficiency". I did some digging and found that out of all the other suffixes (monkey/falcon/eagle etc.), this particular suffix had a 0.02% chance of being on this item.

Back when weapon skills were a thing, this stat suffix was fairly decent for low level hunters, as the "of Proficiency" in this particular item actually gave "Bow Skill +2" instead of any actual stats. I would say +2 skill was superior to +2 Agility.

All the possible (and impossible) stat suffixes that were found in Vanilla World of Warcraft can be found here. Proficiency was not the only obscure lost relic, but you can actually find things like "of Beast Slaying", "of Marksmanship", "of Regeneration", "of Critical Strike", "of Quality", "of Retaliation", "of Toughness" and "of Twain". Out of the aforementioned suffixes, I actually only ever remember having seen Toughness (bonus armor) and Beast Slaying (bonus damage against beasts) as well as Proficiency (bonus bow skill) on items, and I think I've also seen Marksmanship (bonus ranged attack power) and Regeneration (bonus health regeneration), but I just don't remember that far back with any certainty.

The Burning Crusade also brought forth some weird and wonderful suffixes, and those you may find here. Some weird and obscure picks, like "of Test" or "of Paladin Testing" can be found here. It's an interesting trip through things that were never implemented or were just so damn rare that you never got the chance to encounter them.

Just to quench any leftover curiosity, I remember seeing "of Toughness" in an item called "Priest's Mace of Toughness" (the item has since then been changed to Heavy Mace for unknown reasons) and "of Beast Slaying" in an item called "Fortified Leggings of Beast Slaying".
