This is one of eight cloth armor items with resilience craftable by tailors. The set is intended as a starter PvP set for players to obtain before they begin L80 endgame PvP. Game developer Kalgan explained in a post on the beta forums:

In much the same way that you might expect a player to first gear up in normal mode instances and get a handful of ilevel 187s items before proceeding to the heroics, the philosophy is that in the pvp case players will get the 187s crafted pvp items before attempting endgame pvp activity.

Jewelcrafters can create a ring, Savage Titanium Band, that would seem an excellent companion to this item series. Crafting the ring requires 4 Titanium Bar and 4 Eternal Fire.

Wearing all nine of these items provides the following stat bonuses:
