The stats on this are kinda awful considering the difficulty in farming this as an elemental shaman (Air Elementals suck) I'd pretty much just say get this as its better +damage wise and more intel + stamina also with 2 sockets.

all the netherstrike ( belt, bracer, breastplate) are for shamin. the ebon ( belt, bracer, breastplate) is ment for hunters.

The pattern for this stopped being trainable/learnable when Blizz removed specialized leatherworking. At this point (5.1.0) it is not obtainable in-game, unless one had already learned it long ago.
